Irregularities alleged in MNREGA works in Seege Gram Panchayat-Sathish GT

Job card holders say they did not get wages
 
Residents of villages in Seege Gram Panchayat in Hassan taluk alleged at a social audit meet here on Saturday that there were irregularities in the implementation of schemes under the Mahatma Gandhi National Rural Employment Guarantee Act.

The Bangalore-based Association for Social Transparency, Rights and Action (ASTRA), a non-governmental organisation, conducted the audit, and employees from the Department of Rural Development and Panchayat Raj were present.

Some job card holders alleged that they were not paid wages, while a few said salaries were credited into their bank accounts even though they did not do any work. A few pointed out that the gram panchayat staff demanded Rs. 50 from each person to issue job cards.

ASTRA is doing the social audit in Hassan taluk on a pilot basis. Representatives of the NGO conducted a survey among 510 families in the gram panchayat with a questionnaire about the scheme and its impact.

According to M.C. Chandan, executive director, ASTRA, salaries were credited into the bank accounts of eight families though they did not do any work.

Sumithra, who belonged to one of these families, said Rs. 3,000 was credited into her account. “Somebody came and asked us to withdraw the money and hand it over to them. They gave me Rs. 100,” she said. The panchayat secretary could not respond to the allegation.

Mr. Chandan said 114 families had no knowledge of the scheme and 291 had incomplete knowledge about it. As many as 350 families had worked under the scheme. Of them, 342 had submitted applications for jobs, while the rest got paid without doing any job.

During the survey, no family admitted to paying bribe while receiving job cards, but a few, at the meeting, alleged that the gram panchayat staff demanded Rs. 50 per card. Mr. Chandan pointed out that workers in the district were not paid Rs. 3 per day along with the daily wage to bring construction equipment.

Mr. Chandan told The Hindu that his organisation would submit a report to the Directorate of MNREGA.
