It's up to Manmohan to decide on MNREGS wage hike: Joshi

Union Rural Development Minister C.P. Joshi on Friday maintained that the Centre was set to increase the wage rate paid under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MNREGS), but it was for Prime Minister Manmohan Singh to address the issues raised by UPA chairperson Sonia Gandhi.

Dr. Joshi said it was not for him to react to the recommendation made to Dr. Singh by Ms. Gandhi — in her capacity as chairperson of the National Advisory Council (NAC) — urging him to issue a directive to the Ministry of Rural Development to raise the minimum wages paid to manual labourers under the MNREGS.

Dr. Joshi said Ms. Gandhi was well within her right to make the recommendation and that Dr. Singh would address it. However, he said his Ministry was willing to raise the minimum wages but would do that only once the Finance Ministry gave its clearance.

Dr. Joshi said the government intended to have a mechanism in the form of a separate index for increasing wage rates under the MNREGS, while civil society was insisting on the payment of minimum wages and linking it to the consumer price index (CPI). On the Rajasthan government's commitment to link the wages to CPI, Dr. Joshi denied any such pledge and said one should not go by media reports. He maintained that the Rajasthan government had not signed any agreement with MNREGS workers.

However, he took exception to the reported move of the Uttar Pradesh government on outsourcing MNREGS works, saying that only the panchayats could decide on the job works and awarding jobs to those demanding work.

“The Ministry has issued an instruction in this regard and action will be taken if the mistakes are not rectified,” Dr. Joshi said.

The Minister was answering questions after launching the ‘Promoting Women's Leadership and Governance in India and South Asia' programme in cooperation with the United Nations Development fund for Women (part of UN Women) and the government of Norway to politically empower elected women representatives in local governments.

The pilot project will be launched in six States before being implementing across the country and in Pakistan, Bangladesh, Nepal and Bhutan. The Royal Government of Norway has committed about $10 million for the implementation of the programme in these five countries.

Norway Minister for International Development and Environment Eric Solheim, and UNIFEM (part of U.N. Women) Regional Programme Director Anne F. Stenhammer were also present on the occasion.

Dr. Joshi applauded the Norwegian policy of reserving 40 per cent seats for women on the boards of directors of corporate bodies and hoped that the same would be implemented in India.
