Jail, fines for 34 in fodder scam

A CBI court today convicted 34 accused in one of the 53 fodder scam cases registered with it, awarding rigorous imprisonment sentences ranging from one to six years and slapping fines between Rs 10,000 to Rs 3 lakh.

The court of CBI special judge II, D.C. Roy, found all the accused guilty of fraudulently withdrawing money from the Doranda treasury between 1980-90 with the help of fake invoices.

The case (RC 55A/96) had come under the scanner of the Supreme Court, which had in turn asked the CBI to investigate it in March 1996.

Speaking to The Telegraph, special public prosecutor in the CBI court Ravi Shanker said that nearly Rs 6.60 crore had been withdrawn from the treasury during the 10-year period before the CBI began its probe.

Shanker said the CBI had named as many as 54 people as suspects in the case, of which 17 died during trial. Two of the suspects were shown as absconding while one other turned government approver bringing down the total number of accused to 34, all of whom were sentenced and fined by the court today.

Among those awarded the maximum punishment — rigorous imprisonment of six years and a fine of Rs 3 lakh — K.N. Jha, the regional director of the animal husbandry department. The court handed the same sentence to one other government official, K.M. Prasad, who was an assistant director in the same department.

Other prominent accused sentenced today included fodder suppliers B.P. Sinha, T.M. Prasad and Mohammed Sayeed, all of whom were awarded rigorous imprisonment of five years and slapped with a fine of Rs 2 lakh each.

Interestingly, the case was the 43rd of a total number of 53 that has been filed at various Ranchi-based courts.

CBI has filed charge sheets in all the cases in 2000 with the courts framing charges in December 2003.

Of the 16 former government officials who were convicted today. 12 were from the animal husbandry department, while four others were from the treasury department.
