Howrah/ Calcutta: Union minister Jairam Ramesh today hit back at Mamata Banerjee for daring the Centre to impose Article 356 in Bengal and termed her government a "circus".

"I don't think the Centre is so irresponsible. (It) goes by the Constitution. I don't think Article 356 is applied because a chief minister dares the Centre to do so," the rural development minister, who had earlier met governor M.K. Narayanan, said during a visit to Bengal.

"I don't think constitutional provisions should be talked about so lightly. When the Left Front was in power, she (Mamata) used to demand Article 356 almost every day."

Mamata had on Monday accused the Centre of interfering in Bengal's internal matters and dared Delhi to impose President's rule.

Ramesh, campaigning for the June 2 Howrah by-election, said Mamata sometimes used words she did not understand. He cited a purported example.

"What does ‘economic blockade' mean? In the past 35 days, the Union rural development ministry has sanctioned Rs 2,400 crore for 100 days' work and building 1,200km of rural roads. Is that an economic blockade?" he said.

"She is saying the Centre has not given funds. Ask panchayat minister Subrata Mukherjee; he will tell you."

He added: "Trinamul is living in a world of its own, claiming imaginary achievements. The upcoming panchayat polls will mark the beginning of the end of the Trinamul regime in the state."

Mamata had claimed the state had done better than the national average in the economy's rate of growth.

"In the past two years, you have seen drama," Ramesh said at Mandirtala, Howrah. "You voted for good governance (but) they are running a circus and not a government."

He continued his attack at Panchla (Howrah) and Birati (North 24-Parganas). "Sai Baba used to produce ash from air. Your Didi also appears to be... bringing 99.9 per cent success from the air," he said.

"Her allegations of Bengal being deprived are all lies. Just last week, the rural development ministry sanctioned Rs 1,700 crore."

Referring to Mamata's remark that UPA III would not happen, he said: "We knew she is a poet and a painter. Is she an astrologer too?"
