Rural development minister Jairam Ramesh has started reaching out to leaders ahead of an all-party meeting next week to decide the final shape of the land acquisition bill.

Ramesh today met the BJP's Arun Jaitley, the Rajya Sabha leader of Opposition, and the CPM's Sitaram Yechury to convince them about the provisions of the Land Acquisition, Resettlement and Rehabilitation (LARR) Bill, which seeks to replace the Land Acquisition Act, 1894.

Talks were held yesterday with Sushma Swaraj, leader of the Opposition in the Lok Sabha who has flagged off a number of objections.

Ramesh has described the meetings as "positive" but declined to divulge details. The all-party meeting is slated for April 18.

Swaraj is learnt to have insisted on the inclusion of a provision for giving land on lease. However, government sources said the demand might not be accepted as the leasing of land is a state subject.

The Left parties have emerged as staunch opponents. The CPM and CPI are not happy with the compensation and rehabilitation package outlined in the legislation.

The CPI's D. Raja said his party was not convinced with definition of "public purpose" in the bill as the term also included land acquisition for private industry.

The Trinamul Congress has submitted its concerns in writing to Ramesh's ministry. It has said that no land should be acquired unless there is 100 per cent consent from the owners.

Shiv Sena leader Anant Gite has written to Ramesh expressing concerns over land mafia currently purchasing plots along a proposed Delhi-Mumbai industrial corridor that aims to build seven townships and industries on the route. He has voiced fears the mafia could end up being the beneficiaries of the compensation and rehabilitation packages under the bill instead of the original farmers.

Next week's meeting is part of the Centre's attempts to get the bill passed in the second half of the budget session that resumes from April 23 after a month's break.
