Jairam effect: CAG begins audit of MGNREGS in 2 dists by Maulshree Seth

Four months after Union Rural Development Minister Jairam Ramesh requested Comptroller and Auditor General to conduct special audit of Mahatma Gandhi Rural Employment Guarantee Scheme in highest spending states of the country, CAG officials have started the special audit in Uttar Pradesh. The state gets sanction of about 20 per cent of the yearly budget of MGNREGA across the country and CAG auditors have started looking into the records and files related to the implementation of the scheme in past five years.

The spending pattern and works undertaken under NREGA has been the center of controversy between Centre and UP government. While the state government has been blaming the Centre for bias in the release of funds to the state; the Union government has been alleging anomalies in implementation of the scheme in the state. Ramesh had also warned the state government of CBI probe following allegations of misuse of funds.

A team of auditors has arrived in the state and started the audit from state headquarters. Of the seven districts pointed out by Ramesh in his letter to Chief Minister Mayawati in October last year, sources said audit has began in two of them — Balrampur and Kushinagar. The other three districts, where audit has begun include Chitrakoot, Varanasi and Sultanpur.

“As per the information made available, the team plans to audit expenditure and outcome of works undertaken under the scheme in 18 districts of the state in the first phase. They have started the audit in five district and would take up remaining after this,” said a senior government officer.

The districts, where the team plans to audit in the first phase include Banda, Jalaun and Chitrakoot in Bundelkhand. Azamgarh, Gonda, Allahabad, Balrampur, Kushinagar, Varanasi in eastern UP. Unnao, Lucknow, Sitapur, Sultanpur in central UP and Ghaziabad, Rampur, Bareilly, Bulandshahr and Moradabad in western part of the state.

Some of the major complains in these districts related to misuse of MGNREGA funds have been bulk purchase of calenders, toys, first aid boxes and tents from NREGA funds; issue of cheques to non-existent firms and individuals, poor quality of work undertaken etc. The last time an audit for NREGA was done in the state was for financial year of 2006-2007.
