Jairam: Fine lax state officials under NREGA

Rural development minister Jairam Ramesh said states should invoke the penalty clause against government officials for not doing their work under the job scheme.

Ramesh said rules should be framed to activate section 25 of MGNREGA, which seeks to impose penalty of up to Rs 1,000 on lax officials. He said the clause has remained dormant in most states.

Reforms to make the job scheme effective have been proposed on the basis of a note by Planning Commission member Mihir Shah and suggestions from National Advisory Council, working groups of central employment guarantee council and other individuals. Ramesh unveiled a document suggesting possible steps to tone up the scheme.

It said grievance redressal clause like payment of unemployment allowance and compensation for delayed payments should be made robust to ensure that implementation infrastructure takes interest in the scheme. "Refusal to accept applications and provide dated receipts must be included as an offence under section 25 of the Act," it said.

The RD ministry has sought strengthening of the 'business correspondent' model to ensure spot wages to workers to address the problem of delayed payments. The Centre has asked states to use 6% administrative costs to help banks employ business correspondents. Post offices are also to be roped in for disbursement of wages at a charge of Rs 80 annually for every active account.

It has been proposed that gram panchayats should hold 'rozgar diwas' every three months where they should actively seek application from workers.
