Jairam Ramesh puts Land Titling Bill on hold

The Centre has decided to put on hold its plans to move ahead with a legislation that would change the way land records are made, kept and used. The rural development ministry has decided not to push through the Land Titling Bill for the time being.

"Twenty-five years ago, I believed like many others that we should move from presumptive to conclusive titles. I still believe that we should make the move, but that has to be the end objective. There are a large number of intermediary steps we need to take - land records have to be digitised, mutation has to be online - before we can make that move. It will take us time to get there, may be another 10 years," rural development minister Jairam Ramesh told ET.
 
The ministry had planned to bring the Land Titling Bill, 2011, with the aim of bringing to an end the current system of presumptive titles, which is based on complex documentation of past transfers. Since mid-2011, the ministry had been working on the legislation to replace the current system with a single register of land titles for the entire country, conclusively establishing the names of current owners.

Shortly after Ramesh took charge of the ministry, the process of re-working the draft Land Titling Bill, 2011, was initiated. The move to fast-track the process of conclusive titles was to dovetail the ministry's land acquisition and resettlement law.

Though the Centre's exercise was to be in the nature of a model bill since land is a state subject, Ramesh had argued that the move to conclusive titles for land should not be delayed since many of the problems over land are directly due to the presumptive nature of land titles. "We must move towards a conclusive land titling system. The process will be painful and there are vested interests preventing this. But there is no option for us but to move from the current system of presumptive titles to conclusive titles," Ramesh had stressed at that time.
