Janani Sahyogi Yojana to be implemented afresh with new guidelines

A new package has been chalked out for private health institutions with a view to extending the benefit of Janani Sahyogi Yojana to women living below poverty line. Giving this information, Minister for Public Health, Family Welfare, Medical Education and AYUSH Anup Mishra said fees has been determined for pre-natal, natal and post-natal medicare. A first installment of Rs 50 thousand will be given to the private medical institutions with whom agreements will be signed in this connection.

Health Minister Mishra said whatever disparities were there in the old Janani Sahyogi Yojana have been removed and fresh guidelines have been sent to all the Chief Medical Officers with the instructions to ensure extension of the scheme to the eligible persons with effected from July 1. He said that under the fresh guidelines, women belonging to BPL families will be provided abortion, delivery and post-natal services. Besides, ailing newborn children will also be provided free of cost medicare.

As per the new guidelines of Janani Sahyogi Yojana, private institutions will be given Rs 100 per case on first, second and third pre-natal checkups, Rs 250 for sonography, Rs 500 for lab test, Rs 2500 for normal and complicated delivery, Rs 1,000 for PPH management, Rs 250 for blood transfusion, Rs 7,500 for caesarian section and Rs 9,000 for caesarian histonomy. Rs 100 will be given for two post-natal checkups within 14 days. For safe abortion services, every contracted private medical institution will be given Rs 500 for 8 weeks and Rs 750 for 9 to 12 weeks per case. Rs 100 per case will be provided to the concerning private institution for the visit of specialist paediatrician for the checkup of ailing newborn child. A provision of providing Rs 500 per day has been made for the specialist paediatrician for treating premature or ailing newborn child.

Norms have also been determined for the private medical institutions with whom agreements will be signed under Janani Sahyogi Yojana. In five districts of the state including Bhopal, Indore, Gwalior, Ujjain and Jabalpur, agreements will be signed with only those private medical institutions where number of maternity beds will be more than 50. In Sagar and Rewa, medical institutions with more than 25 maternity beds will be contracted. In rest of the districts, such private medical institutions must have 6 to 10 maternity beds. The private medical institutions, with which agreements will be signed, must have 24-hour presence of gynaecolgist. They will be allowed to call the services of specialist paediatrician and anaesthesilogist. Payment will be made after physical verification to those private medical institutions where more than 35 caesarian deliveries are reported.

The Chief Medical Officers have been told to complete the process of signing agreements with private medical institution within three months through the committees constituted for this purpose. They have also been told to ensure effective monitoring of the scheme.
