Jharkhand yet to act on SC's midday meal order -Jaideep Deogharia

Ranchi: Jharkhand government is yet to act on a Supreme Court order of May 13 that had asked drought-hit states to ensure midday meal in schools even during summer vacation.

Local activists of the right to food campaign claimed that of the 10 drought-hit states - Andhra Pradesh, Chhattisgarh, Jharkhand, Karnataka, Madhya Pradesh, Maharashtra, Odisha, Rajasthan, Telangana and Uttar Pradesh - Jharkhand is the only state that has not taken any action on the court order.

Asharfi, convener of the right to food campaign in Jharkhand, said the education and literacy department refused to continue MDM because there was no drought notification from the government. "When we approached the department, we were told that the department had no official intimation of drought being declared in the state, despite the fact that a gazette notification to this effect was issued on December 10, 2015 by the state government," he added.

MDM state director Jagjit Singh, who was in Assam on election duty, said the delay was because holidays in government schools started on May 8 because of heat wave, but added that instructions have been issued to the department to start MDM at the earliest. "There was some confusion over summer vacation. But we hope to start the it in the next two-three days," he said.

The Supreme Court order this month, which was a reiteration of an earlier order in connection with a 2004 case (People's Union for Civil Liberties vs Union of India and others), was given while hearing a civil writ petition of 2015 and mandates education departments in all drought-hit states to continue MDM in schools even during summer vacation. Ashrafi said while other drought-affected states have submitted their proposals for central assistance in January 2016, Jharkhand has not taken any such measure till this month.
