J’khand to enact law to safeguard tribals’ land rights-Santosh Narayan

Jharkhand Chief Minister Arjun Munda on Monday announced during the Budget Session that his Government was working to enact a law safeguarding the rights of the Scheduled Tribes on their ancestral land and property.

Munda added that recommendations of a sub-committee of the Tribal Advisory Committee would be taken under consideration before any such exercise.

Replying to a question of raised by AJSU MLA KK Bhagat, in which he raised the issue of acquiring land belonging to aboriginals and tribes, for various industrial purposes involving private and Government undertakings. “The committee and various such other committees have mentioned cases of the violation of constitutional rights of the tribal. The Government is willing to enact a law in this regard based on the recommendations of the sub-committee of TAC formed on this matter so that their constitutional rights are protected. It is right that their rights are being violated by the mining activities but policies of the Centre that favours industrial production is also responsible,” he said.

Munda also referred to the Samata judgment of the Supreme Court related to Andhra Pradesh for the protection of tribal rights in making the Act a reality in the tribal dominated State, also the venue of mining and industrial activities.

Cases of acquiring tribal land for various development activities have been raising their head time and again in Jharkhand leaving the vulnerable section in dismay. Significantly, the lands are being taken despite the stringent provisions of the Chottagapur Tenancy Act in this regard.

The CM, replying to the another question asking for a whistleblower Act for the protection of people fighting against corruption in public life, said that every person deserved such protection and the Government was committed to provide security to all those who are vulnerable. Speaking on reported irregularities in the allotment of Indira Awas Yojna, the CM said that the scheme would be implemented through rural elected bodies and panchayati raj and directions in this regard had been issued by the rural development department.

“The Government is committed to subvert rights to the panchayati raj bodies and a process in this regard has been initiated.”
