Job scheme raises water table

The Mahatma Gandhi National Rural Employment Guarantee scheme (MGNREGS) is bringing about a silent revolution in rural areas in this drought-prone district. The Prime Minister, Dr Manmohan Singh, inaugurated the programme in a remote village, Bandlapalli, in Anantapur district on February 2, 2006. Since then, the scheme has been providing employment to rural youth and checking migration from the district.

About 700 residents in Malakavaripalli thanda in Tumula village panchayat in Amadaguru mandal used to migrate to Kerala in search of a livelihood till two years ago as their lands had become barren due to erratic rainfall as well as poor rainwater harvesting methods.

They are cropping twice a year now as government converted barren land into cultivable land under the MGNREGS and a comprehensive land development programme, the Indiraprabha scheme. Farmers said that officials built percolation tanks on hillocks and dug trenches to harvest rainwater, and this increased water table levels in the hillock area.

As a result, farmers are pumping out water from agricultural wells through buckets and vessels to irrigate crops. People said that the scheme has converted 250 acres barren land into cultivable land so far. This success story is not confined to Malkavaripalli thanda, according to official records, 7,000 percolation and mini percolation tanks have been built to conserve rainwater.

With this, 23,000 acres of barren land has been bro-ught into cultivation across the district. Despite some loopholes in the scheme, most farmers have stopped approaching moneylenders for loans to cultivate crops. District Water Management Agency project director L. Murali said that another 7,000 percolation tanks would be constructed for this financial year 2011-12 to convert more barren land into fertile land.

He said that he would mainly focus on inclusive growth and sustainable agriculture as the threat of drought looms large over the district due to erratic rainfall even after effective implementation of the scheme from the last five years.
