Katju: Hazare's Lokpal is an unworkable proposal-Atiq Khan

Press Council of India (PCI) chairman Markandey Katju on Tuesday hit out against Anna Hazare and questioned the methods adopted by the anti-corruption crusader for finding a solution to the problems facing the country.

“Anna Hazare lacks scientific thinking towards the problems before the country; solution to these cannot be found by merely shouting Inquilab Zindabad andBharat Mata ki Jai ,” Justice Katju said.

Dubbing the proposed Lokpal an “unworkable proposal”, he said if this Lokpal is constituted, the government would stop functioning as the move would be akin to “setting up a parallel bureaucracy”.

Justice Katju pointed out that there are around 55 to 60 lakh government employees in the country, including 15 to 16 lakh railway employees. It would then require around 55,000 lokpals to redress the lakhs of complaints apart from making provisions for their salary and residence.

“What is the guarantee that they, too, will not become corrupt with a large number of them becoming black marketers?” he wonderedWhile defending Uttar Pradesh Chief Minister Akhilesh Yadav, Justice Katju was critical of the electronic media for going overboard with the goondaraj chant even before the young Chief Minister “had taken oath”. Stating that Mr. Yadav should be given one to two years time to settle down before assessing his performance, Justice Katju emphasised that irresponsible work had a demoralizing effect.

Justice Katju, who met the Chief Minister over dinner hosted by the latter for the Press Council members, said that he found him to be a “enlightened man and action had been taken by him”.

He said that he advised the new Chief Minister to appoint good and honest advisers; after all “Akbar also had his advisers who were called navratna ”. “I also advised Mr. Yadav to read Chanakyaniti and Machiavelli ,” he added.

When he was queried on what steps the Press Council had taken to rein in the electronic media, Justice Katju pointed out that only the print media came under its jurisdiction. He mentioned about his suggestion to the Prime Minister to widen the ambit of the Press Council though “it was yet to be finalised”. He said the job of the media and the politicians was to serve the people.

Journalism award

Referring to the matters taken up at the PCI meeting in Lucknow, Justice Katju said that it has been decided to institute a national award for excellence in journalism which would be given on National Press Day on November 16. Seven awards would be given for excellence in different fields of journalism, including photo journalism. The winners will be selected by a jury. A committee has been formed for framing the guidelines of the awards.
