Kurumba package execution ‘flawed’-Prabhat Nair

THIRUVANANTHAPURAM: The much-touted Kurumba Package for the primitive tribals, which the government said would be executed without delay, has caused concern among the tribals. While the tribal leaders point out many flaws, including the non-inclusion of tribals in the team implementing the package, the government says that it would be implemented only as per the recommendations of ‘Ooru Kootam' (tribal hamlet meetings).

Various adivasi organisations alleged that most of the welfare projects for tribals, including the Kurumba Package, were being handed over to NGOs and tribal people have no representation in them. K Kali, a tribal who is associated with Thaikulam Samithi in Attapadi, told ‘Express' that Kurumba, numbering about 2000 and living in 19 hamlets in Attapadi, were not aware of the project. She also alleged that there was a move to hand over the implementation of the package to some NGOs.

Kurumba Package of the Centre, which has been been lying with the State Government for about three years, focusses on uplifting the most primitive tribe. ‘'All the welfare programmes are being implemented without the knowledge of the tribals. There are educated Kurumbas and they should be involved in the team that implements the package,'' Kali said. Another tribal, Shival, who is also working among the Kurumbas in Attapadi, said that the Ooru Vikasana Samithis should have to be entrusted with the implementation of the Package.

‘'The Ooru Vikasana Samithis are not aware of the Kurumba Package. If the benefits of the Package should reach Kurumbas, the tribal people should be made part of the implementation programme,'' she said.

They both alleged that the officials who were appointed by the government never visited the Kurumba hamlets, which are inside the forest.

Meanwhile, Tribal Welfare Minister P K Jayalakshmi said that there was no need for any concern with regard to the Package. ‘'The implementation of the package has only started. The government is directly implementing the package and so there is no need for any apprehension,'' she said and rejected the allegation that NGOs would be roped in for the implementation of the Package. ‘'There is a sectoral officer who is in charge of implementing the Package. There are also promoters, who are tribals, in the team that implements the package,'' she said and added that the package would be implemented only as per the suggestions of the ‘Ooru Kootam.'

Tribal leaders such as K C Kunhiraman (Adivasi Kshema Samithi president) and Badusha (Wayanad Prakriti Samrakshana Samiti) also alleged that all the welfare programmes for tribals were being handed over to the NGOs. Both Kunhiraman and Badusha said that the Ooru Vikasana Samithis should have a participation in the implementation of the Kurumba Package.

‘'Though the government comes up with many promises for tribals, nothing is being implemented,'' they said.
