Labour dispute at Maruti’s Manesar plant ends, finally by Tuhin Dutta

After a 33-day standoff between the workers at Maruti Suzuki India’s Manesar facility and the management, the company on Saturday said that a common ground has been reached and agitating workers would resume work on Monday.

The stir finally ended on Saturday morning after a meeting between the agitating workers, government and the company management, where workers agreed to sign the ‘good conduct bond’ and a commitment that production would not be disrupted in the future.

A statement issued by the company said that workers will resume work on October 3. “They will work extra in lieu of October 1 later,” the statement said.

Earlier, talks were stuck as the workers wanted 62 of their colleagues — the company had suspended and dismissed since the stir started on August 29 — to be immediately reinstated.

The company said it would revoke the suspension of 18 trainee engineers with conditions and “no work, no pay” rule will apply for the period of strike.

However the company refused to take back 44 dismissed workers against whom disciplinary action was taken.

The agreement was signed by LK Jain, Rajiv Gandhi, CS Raju, Anil Gaur, Avnish Dev and SG Mani on behalf of the management, while nine representatives signed on behalf of the striking workers. Top officials of the Haryana government including deputy labour commissioner J P Mann, assistant labour commissioner Nitin Yadav and Gurgaon district commissioner PC Meena were also present at the time the talks were successfully concluded.

The agitating workers were represented by Maruti Udyog Kamgar Union (MUKU), the recognised union body of the company who were given the mandate by the agitating workers to negotiate. Sources in the newly formed Maruti Suzuki Employees Union (MSEU), however, said that although they have agreed to sign the bond, some change in language will be made by the company.

The labour stir broke out when, according to the company, a section of workers at Manesar were purposely sabotaging the finishing of vehicles apart from going very slow on production. Maruti, then, asked its entire workforce to sign a bond before entering the factory premises to resume production.

This is the second time the company has imposed a bond. In 2001 after over a month’s labour strike the company had asked its workers to sign a similar good conduct bond.

Over the last one month the company recruited over a thousand temporary workers from various ITIs.
