BHUBANESWAR: Water levels in all major rivers in the state fell on Saturday, raising hopes of respite from the trail of misery that began exactly two weeks ago on October 12 when cyclone Phailin hit coastal Odisha.

In the latest floods that have hit the state, seven more died on Saturday, taking the toll to 17 over the past three days. Two deaths each were reported from Bhadrak, Jajpur and Nayagarh districts while in Ganjam and Jagatsinghpur respectively, six and four persons died. One person died in Mayurbhanj.

"The situation is improving and all rivers (including Rusikulya, Ghodahada and Vansadhara) are flowing below their danger levels. All deaths were either due to wall collapse or drowning," said special relief commissioner Pradipta Mohapatra.

On Saturday, most places in the state recorded less rain as compared to the past five days, raising hopes that the 16.5 lakh people affected in 13 districts would get some respite soon. The weatherman, however, predicted heavy rain at a few places in south and north Odisha on Sunday and Monday.

Coastal regions of the state are fighting the floods caused by heavy rain that began on Monday under the influence of a low pressure over south coastal Andhra Pradesh adjoining west central Bay of Bengal and its neighbouring area.

People in worst-hit Ganjam district cried for relief even as the administration tried to step up distribution of food material and polythene sheets. "We have been starving. Our house has been washed away and we have no future," said N Laxmi of Aska.

"We have got some flattened rice, but are yet to receive a polythene sheet," said Purusottam Behera of Chatrapur.

Ganjam collector Krishan Kumar said eight ODRAF and 13 NDRF rescue teams were on duty and relief was being provided to the victims through boats.

Chief minister Naveen Patnaik announced three-day relief for the affected people in tune with provisions of the Relief Code and said the incessant rain and floods had caused severe damage to public and private property and standing crop.

Mohapatra said around 12,000 people were in relief camps in Ganjam district. "We expect them to return to their villages as the water level is falling. We are intensifying the relief operations," he said.

Three IAF choppers that were being used in rescue and relief operations till Saturday morning were demobilized by evening as victims could now be reached through road and boat services.

A 12-member inter-ministerial central team is scheduled to visit the state from October 28 to 31 to assess the damages caused by cyclone Phailin and the subsequent floods.

Nine persons who had taken shelter on a tree near Aska were rescued, official sources in Ganjam said.

Ganjam, Gajapati, Kandhamal, Puri, Khurda, Nayagarh, Jajpur, Jagatsinghpur, Kendrapada, Cuttack, Balasore, Bhadrak and Mayurbhanj districts are in the grip of the deluge.
