Land acquisition bill listed for winter session

Even as railway minister Mamata Banerjee opposes government’s role in acquiring land for private companies , the contentious land acquisition (amendment) bill figures in the list of business for the winter session of Parliament beginning next week.

The bill has been hanging fire in the wake of opposition from the Trinamool Congress leader, who recently skipped a meeting convened by finance minister Pranab Mukherjee to evolve a consensus within the ruling alliance on the bill. Besides this, two pro-reform bills — the forward contracts regulation (amendment ) bill and the banking laws (amendment) bill — have also been included in the government’s list. Both these bills were being opposed by the Left which was supporting the UPA government.

“We will hold consultations on legislative matters wherever required ,” parliamentary affairs minister Pawan Kumar Bansal told reporters on Wednesday when asked how the government planned to get its allies on board on the bill. The bill figures among nine legislation listed for introduction and passage for the session. The controversial women’s reservation bill has also been listed.

The government is trying to find a way to appease Ms Banerjee so that the bill sails through in Parliament. Ms Banerjee’s an anti-bill position is in tune with her stand in Nandigram and Singur. She cannot be expected to change it with assembly elections in West Bengal due next year. Her backing for the bill could hurt her prospects to become the next chief minister.

Rural development minister C P Joshi, who attended the meeting convened by the finance minister, had briefed about his ministry's stand on apprehensions raised by Ms Banerjee with regard to the proposed bill," government sources said.

The bill provides for private developers acquiring 70% land for a proposed industrial project directly from farmers and land owners, while 30% can be acquired through the government. Ms Banerjee is opposed to the government playing middleman in the deals and wants private players to do the whole acquiring . Ms Banerjee had launched a campaign against the Left Front government in West Bengal over the way it acquired land for the Tata’s Nano project in Singur.

She has demanded penal provisions to check use of money and muscle power by private developers in acquiring land from farmers. The Union Cabinet had cleared the bill last year with certain changes in its provisions.
 
Prime Minister Manmohan Singh had assured Congress leader Rahul Gandhi that the bill would be brought in the winter session of Parliament .

Mr Gandhi had met the prime minister with a delegation of Congress leaders and farmers from UP agitating against forcible acquisition of land of farmers in Aligarh and other areas. The bill redefines ‘public purpose’ for land acquisition as defence purposes, construction of infrastructure projects or projects useful to the general public.
