Land acquisition woes: Govt scraps IT park project in Rajpura by Harpreet Bajwa

Problems of land acquisition once again led the Punjab government on Wednesday to scrap the prestigious project of self-contained integrated information technology and knowledge industry park — spread over an area of 1,276 acre — in Rajpura. This is the fourth project of the government which has been scraped due to land acquisition problems.

According to sources, in a meeting chaired by Chief Minister Parkash Singh Badal, the state government decided to scrap the project due to protests by local farmers. The land being acquired was common land belonging to the panchayats of the six villages in the area. But it was being cultivated by some farmers, as it was given on contract to them by the village panchayats.

While opposing the acquisition, these farmers were demanding compensation of around Rs 18 lakh per acre. The government, on the other hand, stated that compensation will be given, but to the panchayats which owns the land and not to the cultivators, as they are not the legal owners. This issue has been discussed at various levels for some time now, the opposing farmers have even met chief minister and Deputy Chief Minister Sukhbir Singh Badal in this regard.

According to sources, farmers from six villages — Aakar, Aakari, Sehra, Sehri, Pabra and Takhtumajra — had been opposing the acquisition of 1,369 acres of fertile land, belonging to their respective panchayats. They argued that their ancestors had donated the land to the panchayats for development of their villages. Several poor farmers have been cultivating the land for many years on a contract basis.

In 2009, the state government had decided to establish a self-contained integrated information technology and knowledge industry park in Rajpura. A decision to this effect was then taken at a high level meeting chaired by the chief minister. At that time, Badal gave an in-principle approval for acquisition of common land in contiguity of these six villages in one go.

It was proposed that the upcoming park will house companies operating in business process outsourcing (BPO), knowledge process outsourcing (KPO), legal process outsourcing and engineering process outsourcing. Software companies, software testing companies, hardware manufacturing companies, multimedia, graphic, animation and gaming industry were also to find place here.

In the last four years, the government had scraped three projects due to land acquisition problems. These were the SEZ project coming up near Amritsar, Trident Project near Sangrur and expressway project between Mohali and Jalandhar.
