Law to curb hate speeches against inter-caste marriages sought-D Karthikeyan

Plan to organise national-level meet in July last or early August

Madurai: Democratic forces, Dalit parties, prominent writers and social activists in the State have planned to organise a national-level conference in the last week of July or early August to demand a ‘comprehensive law to curb honour killings and hate speeches against inter caste marriages.' A discussion meeting was held to this effect in Chennai on Tuesday.

Puthiya Tamilagam founder president K. Krishnasamy told The Hindu on Wednesday that though honour killings were a phenomenon which is prevalent not only in Tamil Nadu but across the country, but what was disturbing was that in Tamil Nadu, there was a systematic propaganda carried out openly against inter-caste marriages by political parties and a few organisations.

He said honour killings happened more in cases where one among the inter-caste couple belonged to a Scheduled Caste community. The married couple in these cases were either forced to kill themselves or murdered. These were extreme cases of civil rights violation and no civilized society could accept this.

"So to take it up further, we the progressive forces have come together to hold a national-level conference demanding such a law in the last week of July or early August and we are inviting national leaders like Mayawati, Ram Vilas Paswan, Sharad Yadav and Ramadas Athavale."

Talking to The Hindu on Wednesday, writer A. Marx who participated in the discussion said in the case of Ilavarasan's death, going beyond the fact that whether it was a suicide or murder, the series of events that led to his death were important. The one-man judicial enquiry commission should not confine itself to probing whether it was a murder or suicide, but should come out with a detailed analysis on problems which led to such a situation and inter-caste marriage discourse much on the likes of the J.S.Verma Committee against sexual violence on women, Mr. Marx added.

Marriage was a personal option between two adults and compulsions to marry within the same caste were against the Constitution. Therefore a comprehensive law to curb honour killing with a guarantee of severe punishment for persons involved in hate-speeches against inter-caste marriages should be enacted immediately, he pointed out.

Moreover, no major party had blamed the Pattali Makkal Katchi whose continuous moves against the inter-caste couple led to the death of Ilavarasan and this silence or soft-pedal criticism was dangerous for a functional democracy. Top functionaries of PMK should be arrested under Scheduled Castes and Scheduled Tribes Prevention of Atrocities Act 1989, than invoking NSA or Goondas Act against them, he added.

Samooga Samathuva Padai founder P. Sivakami said marriage despite being a family or kinship ritual, formed the basis for preserving the caste-economy in a hierarchical society. So it was necessary to separate marriage from that and ensure the constitutionally guaranteed right to two adults to choose their life partner.

Representatives of Viduthalai Chiruthaigal Katchi, Arunthathi Makkal Katchi, Civil Rights Organisation, Pazhangudi Irular Padhukappu Sangham, People's Union for Democratic Rights, People's Civil Rights Organisation, Tamil Nadu-Puducherry took part.
