Left demands discussion on AIIMS Bill -Gargi Parsai

The government was unable to get approved in the Rajya Sabha a Bill for setting up AIIMS-like premier medical-cum-educational institutions across the country, with the Left parties protesting against a legislation being passed without discussion. The Bill hence couldn’t be taken up for discussion, as the house was frequently adjourned with din on the coal blocks allocation scandal.

As soon as Minister of State for Health and Family Welfare, S. Gandhiselvan, moved the All-India Institute of Medical Sciences (Amendment) Bill, 2012, for consideration and passage, members of Left parties were on their feet with some CPI-M members even entering the Well. They protested against the manner in which the government wanted the legislation to be passed.

And even as the BJP members continued to raise slogans and demand the resignation of Prime Minister Manmohan Singh on the coal block allocation issue, the CPI-M and CPI demanded discussion on the Bill before it was approved. While CPI-M members P. Rajeeve, K. N. Balagopal demanded discussion on the Bill, Prasanta Chatterjee (CPI-M) and D. Raja (CPI) said they won’t allow any Bill to be passed in the Upper House without discussion.

Amidst the pandemonium, Minister of State for Personnel, V. Narayanasamy, asked the Left members what their contention was when the Bill had already been passed by the Lok Sabha. As the uproar continued, Deputy Chairman P. J. Kurien adjourned the House for the day.

The Bill will replace an Ordinance, which allowed six institutes like the All-India Institute of Medical Sciences in Delhi to become functional from September, in Bhopal, Bhubaneswar, Jodhpur, Patna, Raipur and Rishikesh.

The Institute of Medical Sciences Act, 1956, (AIIMS Act) has to be amended to provide for establishment of the AIIMS-like institutes and to confer on them statutory status.

The Bill will help the Centre change the status of the six new AIIMS registered under the Societies Registration Act to be autonomous on the lines of the existing AIIMS in Delhi.
