At a time when civil society groups are playing an adversarial role in relation to the Union government, those civil society members who have been given an institutional role in the government have become pro-active: in the last few days, the Sonia Gandhi-led National Advisory Council (NAC) has written three letters to the government on a range of social sector issues.

The three communications relate to the NAC's recommendations on a Land Acquisition and Relief and Rehabilitation Bill (on June 6), for a reformed and strengthened Integrated Child Development Services (ICDS) and a Central law for the protection of the livelihood rights and social security of street vendors – the latter two were sent on June 8. The recommendations on all three issues were all discussed at the NAC's last meeting on May 25.

On the issue of land acquisition, the NAC has proposed a consolidated “National Development, Land Acquisition, Resettlement and Rehabilitation Act,” which would discourage forced displacement, and minimise adverse impacts on people, habitats, environment, food security and biodiversity. Further, it wants the law to ensure that all possible options of more barren, less fertile and waste lands be explored before acquiring agriculture land; comprehensively define project affected persons/families, and provide for a just, timely compensation, resettlement and rehabilitation package through a humane, participatory, informed, consultative and transparent process. The NAC also wants all persons who lose their lands, livelihoods and shelter because of acquisition for any public purpose to be brought under the protection of this law. As far as reforms in the ICDS are concerned, the NAC wants the core strategy to include a complete package of services focussing, apart from feeding, on the 1,000-day window of opportunity for children under 2, child survival and growth through assured health care and nutrition, early childhood care and development, provision of crèche facilities and effective early childhood education.
