Three men were on Saturday sentenced to life imprisonment after being convicted of murdering National Highways Authority of India (NHAI) engineer Satyendra Dubey, the young whistle-blower who had exposed corruption in a national highway project in Bihar, seven years ago.

Mantu Kumar, Udai Kumar and Pinku Ravidas were handed the life sentence by a special CBI court judge Raghvendra Singh, who held them guilty of the murder of the 31-year-old IIT-Kanpur alumnus associated with the prestigious Golden Quadrilateral project.

Dubey, who had exposed several cases of large-scale flouting of rules and corrupt practices in the construction project and had even written to the then Prime Minister Atal Behari Vajpayee, was gunned down in the early hours of November 27, 2003 in front of the Circuit House in Gaya when he was going to his residence after alighting from a train from Varanasi.

Mantu was convicted under Indian Penal Code (IPC) section (302) for murder, voluntary causing hurt in committing robbery (394) and the Arms Act, for possessing an unlicensed weapon.

The other two were convicted of murder committed in furtherance of common intention (section 302/34 IPC) and also for voluntary causing hurt in committing robbery.

Facing criticism from Dubey's family over its handling of the case, the CBI said it had carried out an impartial investigation and found “no evidence” of a possible conspiracy by contractors or mafia as alleged by his brother.

The CBI conducted “an impartial, fair and professional investigation in the case,” the agency said in a statement.

“The investigation into the case of robbery and murder of Satyendra Kumar Dubey was pursued in all plausible directions including possible conspiracy hatched by contractors, and the mafia to eliminate Dubey as alleged by his brother Dhananjay Kumar Dubey,” it said.

Accusing the CBI of a cover-up, Dubey's brother Dhananjay had claimed that the three convicted were “purely innocent” and the real culprits were still on the loose.

He said he was not happy with the sentencing.

“We are not satisfied with the outcome of the case. We are not happy the way the case was handled. ,” Dhananjay told PTI in New Delhi.
