Chandigarh: Farmer Balwinder Singh from Patiala had taken a loan of Rs 41,700 from a cooperative bank. When he received his loan-waiver certificate from the Punjab government on Sunday, the amount waived was mentioned as Rs 7.

On a day chief minister Amarinder Singh launched the loan-waiver scheme in Chandigarh to help distressed farmers, many across the state alleged only a fraction of their debts had been written off.

While Balwinder received a waiver that was .016 per cent of his loan amount, four other farmers in Sangrur district had similar tales. They had received waiver amounts of Rs 29, Rs 30, Rs 45 and Rs 83.

The government put it down to "clerical errors", but the mistakes could prove costly at a time the Congress is trying to showcase its dispensation in Punjab as a study in contrast with the BJP regimes in Uttar Pradesh, Madhya Pradesh, Maharashtra and Rajasthan, where farm distress is a key agenda for the Opposition.

Many farm leaders in Punjab expressed anger at the staggered implementation of the waver scheme.

Last June, Amarinder had announced complete debt waiver for farmers owning up to 5 acres and up to Rs 2 lakh for small and marginal farmers. The number of beneficiaries was tipped to be 10 lakh.

However, the government has said it will waive the loans of 5.63 lakh farmers in the first phase.

Another decision that has raised the hackles of the farmers is the government's announcement that it would first waive loans taken from cooperative banks. "Loans taken from private banks will be settled later," said Viswajeet Khanna, additional chief secretary (development).
