Lok Sabha worked for just 4.5 hours during winter session -B Sivakumar

CHENNAI: The just-concluded winter session of the 15th Lok Sabha is the worst in terms of performance since 2010. Twelve days - December 5 to 18 - were scheduled for business but the session was adjourned sine die two days.

The Lok Sabha transacted business only for 4.5 hours, around 6% of the total time. Three of the scheduled 12 days were adjourned after obituary references, says data collated by PRS Legislative Research.

Nearly 200 questions were raised during question hour in the Lok Sabha and the Rajya Sabha. Of these, only seven questions were answered orally in the Lok Sabha amid disruptions and no question could be answered orally in the Rajya Sabha, which worked for 11.24 hours. Most of the time was lost to disruptions due to the Telangana issue.

The 15th Lok Sabha is nearing the end of its term with one session to go. The government planned to introduce seven new bills of which two were listed for consideration and passing. Only three of the seven were introduced and none was passed. Three other bills, not originally planned, were introduced.

There are 126 bills pending in both Lok Sabha and Rajya Sabha. While there are 72 bills are pending in the Lok Sabha, in the Rajya Sabha there are 54. The bills pending in the Lok Sabha will lapse with the end of the house term. The only highlight of the winter session is the passing of the Lokpal and Lokayukta bill by both houses of Parliament.

On an average, a Lok Sabha that completes a full term of five years passes 317 bills. Lok Sabhas which were short of full term have an average of 77 bills. The 15th Lok Sabha has passed the fewest bills since the first Lok Sabha was convened. It has passed only 165 bills and nearly 35% of these were passed with less than an hour of debate.

Even important bills like the Sexual Harassment in Workplace Bill was passed within one hour.

"One has to look at how the bills passed have affected the common man. There have been instances in the past of bills being passed with just 20 members in the Lok Sabha. But if the bill is important it is necessary that it is properly scrutinised and debated before it is passed," said former Lok Sabha secretary general Subhash Kashyap.
