Maharashtra sniffs Rs 800 crore fodder scam during Congress-NCP regime -Bhavika Jain

MUMBAI: Cattle fodder camps that were opened in the state during the drought years are under the scanner for large-scale irregularities and the government plans to investigate the organizations that managed these camps.

Senior state government officials said the BJP-Sena government wants to audit the 1,288 cattle camps that were opened in different parts of the state between 2012 and 2014 by the Congress-NCP government. The then government had spent close to Rs 800 crore on fodder camps and depots in these two years.

The relief and rehabilitation department has moved a proposal asking the collectors of districts like Nashik, Solapur, Sangli, Ahmednagar and Beed where cattle camps were opened to audit the organizations that ran the camps. If irregularities are found, the collectors have been advised to register FIRs and even blacklist them if they are found to be repeat offenders.

Sources said the government had received many complaints about irregularities in these cattle camps. Some of them were quite serious, like inflating the number of cattle and taking money from the government, showing cattle as belonging to people who didn't exist, not updating record books, not tagging the cattle and also not providing for water pits and enough fodder to the cattle despite using government funds.

There have also been some court cases which have highlighted blatant corruption in the scheme. The state government gives a grant of Rs 70 for a big animal and Rs 35 for small animal in these cattle camps.

"Last year the drought was most severe and yet the government spent only Rs 185 crore on the nearly 400 new cattle camps. But between 2012-14 more than Rs 800 crore was spent; that has raised suspicions and a roposal to inquire into these cattle camps has been initiated," said a senior official.
