The National Commission for Protection of Child Rights (NCPCR), a statutory body set up to promote and defend child rights in the country, has sent a notice to the state government asking it to reply within 15 days on complaints of admission to private schools before the end of the present academic year thus violating Right of Children to Free and Compulsory Education Act 2009.

The notice sent by NCPCR member secretary Lov Verma said a complaint was filed by Henri Tiphagne of People's Watch. Tiphagne alleged that some private schools had begun admission for the next academic year,. "The government should ensure that schools first call for pre-school admission where pre-school education exists. Schools with no pre-school eductaion should allot 25% seats to children of economically weaker sections in class 1," Tiphagne said. He wanted the government to stop admission till the end of the academic year.

In November, 2011, the state notified rules of the act, making it mandatory for private institutions to fill a minimum of 25% seats with children weaker sections.
