Manmohan does U-turn, says no to PM under Lokpal

Defending the Congress's stand of keeping the Prime Minister's Office out of the ambit of the Lokpal, PM Manmohan Singh on Sunday said the move was not considered advisable and a decision had been taken keeping all factors into account.

This is the first time Singh has come out openly in favour of keeping the PMO out of the Lokpal's ambit. Incidentally, Singh had been overruled by his own Cabinet to exclude the PM from the anti-corruption bill.

Speaking on the sidelines of the Speaker's all-party meeting before the monsoon session of Parliament, the PM said, "Well, our government has taken a view taking all factors into account. It would not be advisable to bring the PM within the purview of the Lokpal, except when he demits office." The Lokpal Bill will be introduced in Lok Sabha by August 3.

On Anna Hazare's threat to go on a fast from August 16 to protest a "weak" Lokpal Bill, Singh said the bill's fate will be decided by Parliament. "As you know, we are ready with the Lokpal Bill. The bill's fate will be decided by Parliament. In a democracy, Parliament is a sovereign body, it should be allowed to function and discharge its duty," the Prime Minister said.

With both the Left and the BJP planning to take on the government over corruption and price rise, the Congress may be up for a difficult session. Responding to a question on whether the government was apprehensive over the Parliament session, Singh said, "We are not afraid of discussing issues of corruption. The opposition also has too many skeletons in its cupboard. We are not afraid of discussing any issue." Virtually accepting Singh's challenge, leader of opposition in the Lok Sabha Sushma Swaraj dared the government, declaring, "let us see who attacks whom from tomorrow."

Swaraj also accused the Prime Minister of starting a confrontation even before the start of the five-week long session. "See he has started it. The government is free to bring out all the arrows in its quiver. Let us see who has more arrows in its quiver," she countered. The PM also reacted to the opposition's criticism on the 2G issue, saying Parliament should not "pre-judge" it as the matter is sub judice. "The matter is before the court. It should be left to be decided by the court and Parliament should not pre-judge the issue,'' he said.
