Prime Minister Manmohan Singh will preside over a meeting of Chief Ministers of Naxal-affected States here on Wednesday.

Chief Ministers of Orissa, Chhattisgarh, West Bengal, Maharashtra, Andhra Pradesh and Bihar will attend the day-long meeting, which will discuss a fresh strategy to fight the Maoist menace and iron out problems in coordination in dealing with Left wing extremism.

Home Minister P. Chidambaram will explain the Centre's plan and approach to deal with Naxalite activities in a holistic manner in the areas of security, development, administration and public perception.

As Jharkhand is under President's rule, it will be represented by its Governor.

Home Secretary G. K. Pillai and Secretaries of about half a dozen Central Ministries, who deal with development, social and infrastructure sectors, will be present, official sources said.

Mr. Chidambaram recently said the deployment of Central forces by the State governments should be “revisited” depending on either “operational or developmental requirements.”

His observation came after the Maoist attack on a road opening party of the Central Reserve Police Force (CRPF) in Narayanpur, Chhattisgarh, last month in which 27 jawans were killed. It was the most deadly attack on Central forces since April in Dantewada in Chhattisgarh in which 75 CRPF jawans and a State policeman were killed by Maoists. In West Bengal, a passenger train was recently derailed by Naxalites and after it was hit by a goods train, about 150 people were killed.

The Prime Minister, on several occasions in the past, had described the Maoist threat as the gravest challenge to the country's internal security.

The plan to redeploy paramilitary forces, engaged in anti-Naxal operations, and implement development schemes, being undertaken under the aegis of the Planning Commission, are likely to figure prominently in the meeting.

Sources in the government said that while impeding development works and challenging the State authority, naxalites tried to derive benefit from overall underdevelopment and from sub-normal functioning of field institutions like police stations, tehsils, development blocks, schools, primary health centres and anganwadi centres, which administered and provided services at the ground level and also reflected the State presence and writ.

“Issues of good governance, development, regular functioning of critical field institutions and public awareness are essential in dealing with naxalite activities,” officials said.

While funds to the tune of Rs. 100 crore were released under the Special Infrastructure Scheme to eight naxal-affected States in 2008-09, the Centre in 2009-10 approved Rs. 95.61 crore under the scheme but released funds worth Rs. 30 crore. In 2009-10, the Centre also reimbursed Rs. 60 crore to nine Naxal-affected States under the Security Related Expenditure scheme.

Under the Modernisation of Police Forces Scheme, the allocation of Central funds to the nine States increased from Rs. 515.08 crore in 2008-09 to Rs. 578.61 crore in 2009-10, while the all India figure under the same scheme stood at Rs. 1,150 crore in 2008-09 and Rs. 1,230 crore in 2009-10. According to an estimate, about 40,000 sq. km. areas in the Naxal-affected States are under Maoists' control. Naxal violence has claimed the lives of over 10,000 civilians and security personnel in the last five years.
