Forest clearance has been given to another mining project in Saranda forest, until recently a Naxal stronghold and part of core area of Singhbhum Elephant Reserve in Jharkhand.

A month after the Environment Ministry’s Forest Advisory Committee gave the go-ahead for diversion of 500 hectares of forest land to Jindal Steel & Power Ltd for iron ore mining in fresh unbroken forest land, it has given clearance to SAIL for diversion of 210.526 hectares of forest land in Jhillingburu in the forest division.

The project will involve felling of 29,775 trees and fresh mining in 88.65 hectares of new forest land. The Saranda forest division is home to elephants, giant squirrel, reptiles, sloth bear and barking bear and is in the core area of the elephant reserve.

The FAC in its meetings on February 20-21 conceded that “Saranda is important from elephant, eco-systems services and natural resource management point of view” and has asked the user agency to take the views of the authorities handling Project Elephant.

Rural Development Minister Jairam Ramesh had last month termed the FAC nod to Jindal Steel mining lease in Saranda forest division as a retrograde step and had said it must be reconsidered. Ramesh has been trying hard to counter Maoist propaganda that the Saranda Development Plan is a ploy to benefit private mining interests.

Saranda was in January 2012 selected by the Rural Development Ministry to launch the Saranda Development Plan to fill developmental gaps. The former environment minister has also been vociferously arguing against allowing any fresh mining leases in Saranda especially for private miners.

Incidentally, the FAC approval has been granted even as the state government is in the process of finalising a comprehensive wildlife management plan for the forest division.
