NEW DELHI: The outlawed CPI-Maoist are using the 'none-of-the-above' (NOTA) option for voters, allowed by the Supreme Court, to buttress their assembly election boycott call in Chhattisgarh. According to reports, the rebels have been conducting training camps with dummy EVMs for villagers in Bastar to familiarize them with the NOTA option if they decide to vote.

Such camps have been spotted in villages in Sukma, Dantewada, bordering Andhra Pradesh, and in interiors of Bijapur and Naraynapur in southern Chhattisgarh, said a source. Villagers are being "trained" to choose none but the NOTA option if they manage to reach polling booths to cast their votes.

Maoist leaders are also holding classes to explain villagers the significance of the NOTA option as a tool to protest against the government's oppression and exploitation.

In the interiors of Bastar, the Maoists have asked villagers not to walk on kutcha roads after October 31 as these would be heavily mined by IEDS to harm security forces deployed for election, said a source.

Before every election, the Maoists, who consider Parliament a pig sty, issue a poll-boycott call and threaten villagers with dire consequences if they dare to go out to vote.

After the SC judgment recognizing the right to vote and the right to say NOTA as basic right of voters, the Maoists seized on this observation to justify their vote boycott call. Soon after, in a statement to boycott polls in Chhattisgarh, the Maoists said, "To retain the voters' confidence in this exploitative system and its election process, the Supreme Court, too, had to allow voters none-of-the-above option."

The Maoists have announced a political campaign to enforce poll boycott and prevent security forces to sanitize areas, especially in the Maoist zone, for the election.

To thwart Maoist attacks, more than 50,000 men are being deployed in Chhattisgarh alone to ensure a safe election, said CRPF director-general Dilip Trivedi. Besides, intelligence gathering and coordination efforts have been revved up to get real-time inputs.

Security forces suspect Maoists could use child soldiers in school uniforms and women to disrupt polls. While Maoists are likely to use IEDs extensively to attack security forces and poll parties, the CRPF is gearing up to prevent possible attacks on helicopters.
