Mass migration of farmers from Bharat to India a worrisome trend by Nafisa Islam

The mass migration of farmers moving to urban India is becoming a worrisome trend, said planners at a seminar in the Indian Capital.

“Many peasants want to leave agriculture, sell land and migrate to cities,” Arvind Mayaram, Additional Secretary and financial advisor to the Ministry of Rural Development told the India Economic Summit of the World Economic Forum on Monday.

Seventy per cent of India’s 1.1 billion people currently live in villages, though, planners say by 2030 that figure will have reversed, and seventy per cent will live in cities.

“The shift in balance is worrisome. Investment in rural development amounts to $25 billion. The returns have not been sufficient. We need private sector participation,” added Mayaram.

A recent labour survey said that despite India’s dependence on agriculture, ancillary jobs in rural areas should increase so as to reduce the high rate of unemployment.

Government schemes such as the Provisioning of Urban Amenities in Rural Areas (PURA) have included the private sector effectively in implementing the same in 2,50,000 panchayats across India.

Agreed Sriram Raghavan, CEO, Comat Technologies, emphasising that the private sector should be involved in a proactive manner and that the government should perform the role of a facilitator. “Schemes like National Rural Employment Guarantee Act (NREGA) do not have that kind of flexibility,” he added.

The problem of unemployment could benefit from developing rural areas. “New business models and not just new technology is the key solution,” said Ellen Kullman, CEO, DuPont.

Experts attending the seminar agreed that private participation should be incorporated with a risk sharing approach to achieve immediate goals in rural India.

However, many felt technology should be innovated and suited to rural needs. Standardisation of technology may not be the answer to the solution. Training manpower to handle technology and subsidised rates according to rural needs could help achieve goals faster and more effectively, added Elisabeth Comstock, Senior Vice President, General Electric (GE) Company. In this regard GE is now focusing on health and energy in rural India.

Stressing on the significance of foreign direct investment in India, especially in rural India, Ben Verwaayen, CEO, Alcatel- Lucent, France, said that government should encourage more global participation. “India should be more open to global participation. Alienation does not help,” he added.
