Maya announces new land acquisition policy by Ashish Tripathi

Facing widespread criticism over blatant acquisition of agriculture land across the state at throwaway prices and handing it over to private builders at high rate, UP chief minister Mayawati on Thursday announced a new land policy after holding meeting with farmer representatives.

As per the new policy, the land acquisition will be done only after signing an agreement with the affected farmers. The government will act as a facilitator in land acquisition for private projects. The government will only mark the land for the project and private companies will deal directly with farmers to buy land for development of project. Besides cost of the land, affected farmers will also get 16% of the total land acquired after the development.

As many as four land acquisitions done by government at Greater Noida and Noida were scrapped by the High Court in the last 15 days. These acquisitions were done by the government, using emergency clause in which farmers were not given an opportunity of hearing. The acquisitions were done in the name of industrial development but later the land use was changed to residential and sold to private builders. The land was acquired at a low rate from the farmers but was being sold by the private builders at 10-15 times more than the cost.

However, now as per the new policy announced by Mayawati, the state government will acquire land for public utility projects like canals, roads etc. The farmers will get benefit of 2010 land acquisition rehabilitation policy which gives option of one time settlement and an annuity for the period of 23 years. In the land acquired by industrial and district development authorities, besides the cost of the land, farmers will get an option of 2010 rehabilitation policy or 16% of the developed land for free of cost with no development taxes or land equivalent to 16% of developed land at some other place as desired by the farmer.

The government will acquire land in two categories -- for public utility projects such as building roads and canals and projects of industrial and other development authority. In the third category, government's role will be only of facilitator and private developer will have to deal directly with the farmers.

The new scheme has been put into effect. The scheme was announced after meeting with farmer representatives. First round of talks were held between farmers and officials who finalized the draft. Thereafter second round of meeting was held in which chief minister met farmer representatives to give finishing touches to the draft.

Mayawati slammed Congress led UPA government for not amending 1894 Land Acquisition Act. She said that BSP will raise the issue in the monsoon session of the Parliament.
