Mazdoor Satyagrah demands accountability panel

The on-going Mazdoor Satyagrah  has demanded the setting up of a accountability commission in the state. Activists of the Satyagrah will be writing to chief minister Ashok Gehlot asking him to do this.

The demand follows alleged measures by the government to penalise MGNREGA workers and its own employees coming late to offices, alleged activists.

"It is a follow-up of an exercise we did on Thursday. Having visited various government offices between 9.30 am and 10.30 am we found that only 30% of the employees present in their seat. In some offices people reported for work even two hours or so late. Therefore, we want to know what kind of action the government proposes to take against such employees as in case of MGNREGA workers even a half an hour late for work means the entire day's wages are deducted," says Nikhil Dey, an activists of the Rozgar Evum Suchna Ka Adhikar Abhiyan.

"Our action is not because of any personal grudge towards anybody but it is to draw comparison between the difference in attitude that the government has towards its employees and the MGNREGA workers. In such cases where the workers were paid Re 1 as wages per day, as in the Gudaliya village of Tonk, the government has been saying that the villagers did not work and so their salary was deducted so what about those officers who come regularly late to various government offices," he asks.

Dey said while empty seats greeted them at most places, there were also offices where all reported for work sharp at 9.30 am.

"And the interesting part is that in all such offices the office boys were always punctual. But as one moves up the hierarchy the delay in reporting for work increases," he said.

Explaining the work of the accountability commission, he said that it would not only determine who is supposed to work how, but spell out in detail the work of even a minister, a policeman, a bureaucrat and even a labourer.

"It should also suggest the penalties for all the people concerned if they do not do their work," he said.

In the survey, the activists also came upon the fact that the mandatory Section 4 of the RTI is not all being adhered to in the state.

"This section mandates that there be a board outside each office spelling out clearly what kind of information is available in that office. But surprisingly nowhere in the state is this law being followed," Dey said.

The activists will also lodge a complaint against officials at the JDA and at the boiler and factories department where officials allegedly misbehaved with the representatives of the Satyagrah who had gone in to see if the employees had reported for work on time.
