Prime Minister Manmohan Singh may call a meeting of floor leaders of all parties in the Rajya Sabha on Friday to discuss amendments to the Lokpal bill that could not be passed after the midnight drama on the last day of the extended winter session.

Sources said the government would not insist on the inclusion of a Lokayukta clause in the bill. The clause had become the main bone of contention in the last session, forcing the Opposition and UPA ally Trinamul to stall the legislation in the Rajya Sabha where the ruling combine doesn’t have a majority.

One senior Congress leader said: “If the states do not want the Lokayukta provision, why should we lose sleep over it? We tried our best to ensure there is a model law for the states to emulate but that has not satisfied the stakeholders. Even the BJP, which had publicly promised Team Anna it would support their draft, has done a somersault in the name of federalism. If all these parties stick to their guns, we will accept it.”

The Prime Minister will try to evolve a consensus at the all-party meeting before bringing the bill back to the Rajya Sabha. If he succeeds, the government will move an amendment to the bill.

If the bill is passed, it will have to go to the Lok Sabha for the changes to be ratified. The government is keen to get it passed as soon as possible as Anna Hazare and Baba Ramdev have joined hands to corner the Congress in the coming weeks.

They have already announced fresh agitations and, though the agenda is anti-Congress, the Lokpal bill could fuel their campaign. The Congress knows the passage of the bill will not satisfy these forces but it will gain a powerful talking point to counter them. The amendments moved in the last session lapsed after the Houses were prorogued.
