MGNREGA goes haywire in Dibang Valley

People in Anini are up in arms, seeking clarification from the Block Development Officer-cum-District Project Coordinator regarding the implementation of MGNREGA in Dibang Valley district. It has been alleged that recently some local people, on behalf of the BDO Anini, are going around the district taking signatures on a paper known as the ‘muster roll’ in official parlance. Reportedly, persons employed to get the signatures are not even official employees of the department.

Therefore, questions are being raised about the intentions of the concerned official and doubts are being cast on the whole process of implementation of the said Act. The matter was brought to the notice of the Deputy Commissioner, Anini, by various sections of the society seeking clarification to clear the air of doubts.

When asked about the matter, the BDO concerned replied that the implementation part of the said Act in the grassroots rests upon the respective Gram chairpersons. Despite repeated remainders, District Projector Coordinator alleged, that the Panchayat leaders have failed to carry out their responsibilities; hence his office was forced to take the initiative. He also revealed that wages under the Act were paid both in terms of cash for some and directly into bank account for others. And the reason, the official cited that, many did not have bank accounts.

On the other hand, sources said it is compulsory for a person in Roing to open an account in the post office in order to receive the wages under the Act. The onus of collecting documents and opening the account for the beneficiaries under the Act lies with the respective Gram chairpersons of different gram segments. The source also added that payment is made through bank account as it is more transparent than cash transfers; wherein possibility of siphoning of funds are far greater as most of the people are vulnerable and gullible. “So - no account no payment - is the rule and directive of the MGNREGA,” the source insisted.

The source also rebutted the statement of the concerned official that the Panchayat leaders were not shouldering their responsibilities regarding implementation of the programme in Anini. Recalling his own experience in Lower Dibang Valley district while implementing the rural employment programme, the source said that Panchayat leaders did shouldered their duties.

“They collected the relevant documents from the beneficiaries in their respective gram segments and opened their accounts in the post office, enabling the process under MGNREGA to roll on,” the source added. The anonymous source also claimed that in the event the Panchayat leaders fail to do their part, the implementation of the programme will have to come to a standstill.
