MHNREGA beats the odds, succeeds in DK by Stanley G Pinto

There was a perception that the Mahatma Gandhi National Rural Employment Guarantee Act (MHNREGA) will not work in this district. But a year down the line, many families are seeing it as a godsend opportunity to improve their livelihood by developing their small land holdings through this scheme, said DK District NREGA ombudsman Sheena Shetty.

Taking charge as the ombudsman on Thursday at the zilla panchayat office here, Shetty told TOI the scheme was first looked at with skepticism, but its success in Golthamajalu village paved the way for its success in other villages.

The prevailing high wages was seen as a bottleneck for the scheme. Instead of developing public infrastructure as envisaged by NREGA, a model wherein the public could develop their individual small land holdings saw the scheme succeed in leaps and bounds here.

Shetty said the NREGA has truly changed the lives of rural folk. "It should reach the targeted beneficiaries without any misappropriation. When complaints of misappropriation are received or made, my job is to step in," he added.

A total of Rs 22 crore under NREGA has been spent in the district mainly developing individual land holdings, irrigation and planting saplings. "This year's priority will be SC/ST, beneficiaries of Indira Awas, land reforms and BPL families. This is also the ZP's thinking," said Shetty.

Admitting that there were problems earlier, he said experience has shown that they have been eliminated progressively. "When officials and people's representatives understand and make beneficiaries understand the importance of NREGA, therein lies its success," he said, adding that when more and more people become aware of the programmes and modalities, lesser will be the chance for manipulation and misappropriation.

"If cases of misappropriation come to my notice, it is important to correct the lacunae through the existing system itself. If not, I will conduct a thorough investigation and submit a report to the government," he added. It is also important that the district level, panchayat level and taluk level grievance redressal mechanisms should work in tandem before an ombudsman steps in," he stressed.

The Centre had issued instructions to the states for the appointment of ombudsmen in each district to consider complaints relating to the implementation of NREGA and take legal action in them. So far only six have been appointed in the state. ZPCEOShivashankar said that only a few districts have been able to agree on a consensus candidate.

The ombudsmen will receive complaints from those working in NREGA programmes on any matters relating to its implementation and facilitate their disposal in accordance with the law. The ombudsman can issue directions for conducting spot investigation, lodge FIRs against the erring parties, initiate proceedings suo motu when required and take disciplinary and punitive actions.
