Microsoft to study SP govt's free laptop scheme -Lalmani Verma

Lucknow: The free laptop distribution scheme of Samajwadi Party government has caught the eye of Microsoft, world's largest software company, which is going to conduct a detailed study on the most populist scheme in UP.

Microsoft has engaged Mumbai-based Indian Market Research Bureau (IMRB) to conduct a study of the scheme and prepare literature on its planning, execution and response of beneficiaries. A team of IMRB will be visiting Lucknow on Monday to meet the officials of the Departments of IT and Electronics, Secondary Education and UP Electronics Corporation Limited (UPECL) who are engaged in procurement and distribution of the laptops under the scheme.

The team will study the objective of the scheme, its planning, tender process, procurement and distribution. The team members will also collect feedback from the students who have received the free laptops under the scheme so far. Representatives of IMRB's Lucknow office on Saturday visited UPECL office and collected contact details of beneficiaries in Lucknow and Varanasi. During the study, they will seek beneficiaries' response on the scheme, its implementation and the software loaded in these laptops by Microsoft.

"These beneficiaries are an open market for Microsoft to take feed back about its software - loaded in these laptops - directly from users who are young and in learning stage," said an UPECL official.

State government officials said that the study team will also interact with district administration, who had made arrangements for storage of laptops and organised functions for its distribution. They will collect photographs of the functions in which Chief Minister Akhilesh Yadav had distributed laptops to students.

Principal Secretary, IT and Electronics, Jivesh Nandan confirmed that a research team will come to Lucknow on Monday and conduct a study of the scheme on behalf of Microsoft. "The research team will meet the officials concerned to know about the entire scheme and its successful implementation," he added.

Another official said that the research team will also identify the best practices that the government followed for a transparent procurement procedure and distribution of laptops in a short duration.

The state government has given the contract of supplying laptops to Hewlett Packard (HP) at the rate of Rs 19,058. An official said that HP has so far supplied more than three lakh laptops and around one lakh of that has been distributed so far.

Under this scheme, free laptops are being distributed among the students who passed Class XII in 2012 and are pursuing higher education.
