                            <p align="justify"><font ></font></p><p align="justify"><font >South Korean steelmaker Posco&rsquo;s wait just got longer with the Union environment ministry directing Orissa government to stop all work at the project site, including land acquisition. </font></p><p align="justify"><font >The decision was taken after the N C Saxena-Devendra Pandey committee, appointed by the Centre, reported violations of the Forest Rights Act (FRA) at the Posco site. For its part, the state government has said that it will take &ldquo;corrective and accurate steps&rdquo; at the site. </font></p><p align="justify"><font >&ldquo;We have asked the state government to stop all works related to the project,&rdquo; environment minister Jairam Ramesh said. The ministry&rsquo;s order has cited the findings of a team, a subgroup of the committee, comprising Arupjyoti Saikia, Ravi Rebbapragada and Ashish Kothari. The team&rsquo;s report concluded that the process of settlement of rights under the FRA has not been completed. To the contrary, the process has not &ldquo;proceeded beyond the initial stages&rdquo;. </font></p><p align="justify"><font >Earlier this week, in a letter to Mr Ramesh, Mr N C Saxena wrote: &ldquo;The team&rsquo;s conclusion is that any work related to the project in this area would be a violation of the FRA. This was informed by our team to the district administration on July 24, and the state chief secretary on July 27, 2010. </font></p><p align="justify"><font >However, we have been informed that the district administration is proceeding with land acquisition and demolition of the paan cultivation of people on forest land. Our clear view is that such work is in violation of the Forest Rights Act.&rdquo; Mr Saxena also urged the minister to request the Orissa government to ensure proper implementation of the FRA. </font></p><p align="justify"><font >In Bhubaneswar, chief minister Naveen Patnaik said: &ldquo;We have received a communication from the ministry of environment and forests to put a stop on acquisition and other related activities to the project at Jagatsinghpur district. The state government will take appropriate and correct steps.&rdquo; </font></p><p align="justify"><font >Till date, the Orissa government had failed to respond to requests for information by the environment ministry. As recently as July 29, on the back of reports of land acquisition activity, the ministry had asked the state government to submit the &ldquo;factual position of the handing over of the forest and non-forest land&rdquo; to Posco. </font></p><p align="justify"><font >The South Korean steelmaker Posco&rsquo;s Rs 54,000 crore ($12 billion) project in Jagatsinghpur in Orissa is the single-largest foreign direct investment in the country. Given the government&rsquo;s &ldquo;look East&rdquo; policy, there has been a certain keenness to see that the country&rsquo;s largest FDI project takes off the ground. It was this keenness that saw the environment ministry accord the project final forest clearance in December 2009, ahead of the South Korean President Lee Myung-bak&rsquo;s visit to India in January. </font></p><p align="justify"><font >A clearance that the Saxena-Pandey committee has found to be in violation of the ministry&rsquo;s own directive of July 2009. Like the central government, the state government too opted to short-circuit the process. </font></p><p align="justify"><font >In March, the state government informed the environment ministry that there were no tribal people, either cultivating or residing, in the forest area which forms part of the land designated for the proposed POSCO project. </font></p><p align="justify"><font >The Orissa government maintained that no other traditional forest dweller (OTFDs) has cultivated the forest land for three generations or the last 75 years. A claim that has been refuted by the findings of the Saxena-Pandey committee.</font></p><p align="justify"><font ></font></p>

                            <p align="justify"><font ></font></p><p align="justify"><font >South Korean steelmaker Posco&rsquo;s wait just got longer with the Union environment ministry directing Orissa government to stop all work at the project site, including land acquisition. </font></p><p align="justify"><font >The decision was taken after the N C Saxena-Devendra Pandey committee, appointed by the Centre, reported violations of the Forest Rights Act (FRA) at the Posco site. For its part, the state government has said that it will take &ldquo;corrective and accurate steps&rdquo; at the site. </font></p><p align="justify"><font >&ldquo;We have asked the state government to stop all works related to the project,&rdquo; environment minister Jairam Ramesh said. The ministry&rsquo;s order has cited the findings of a team, a subgroup of the committee, comprising Arupjyoti Saikia, Ravi Rebbapragada and Ashish Kothari. The team&rsquo;s report concluded that the process of settlement of rights under the FRA has not been completed. To the contrary, the process has not &ldquo;proceeded beyond the initial stages&rdquo;. </font></p><p align="justify"><font >Earlier this week, in a letter to Mr Ramesh, Mr N C Saxena wrote: &ldquo;The team&rsquo;s conclusion is that any work related to the project in this area would be a violation of the FRA. This was informed by our team to the district administration on July 24, and the state chief secretary on July 27, 2010. </font></p><p align="justify"><font >However, we have been informed that the district administration is proceeding with land acquisition and demolition of the paan cultivation of people on forest land. Our clear view is that such work is in violation of the Forest Rights Act.&rdquo; Mr Saxena also urged the minister to request the Orissa government to ensure proper implementation of the FRA. </font></p><p align="justify"><font >In Bhubaneswar, chief minister Naveen Patnaik said: &ldquo;We have received a communication from the ministry of environment and forests to put a stop on acquisition and other related activities to the project at Jagatsinghpur district. The state government will take appropriate and correct steps.&rdquo; </font></p><p align="justify"><font >Till date, the Orissa government had failed to respond to requests for information by the environment ministry. As recently as July 29, on the back of reports of land acquisition activity, the ministry had asked the state government to submit the &ldquo;factual position of the handing over of the forest and non-forest land&rdquo; to Posco. </font></p><p align="justify"><font >The South Korean steelmaker Posco&rsquo;s Rs 54,000 crore ($12 billion) project in Jagatsinghpur in Orissa is the single-largest foreign direct investment in the country. Given the government&rsquo;s &ldquo;look East&rdquo; policy, there has been a certain keenness to see that the country&rsquo;s largest FDI project takes off the ground. It was this keenness that saw the environment ministry accord the project final forest clearance in December 2009, ahead of the South Korean President Lee Myung-bak&rsquo;s visit to India in January. </font></p><p align="justify"><font >A clearance that the Saxena-Pandey committee has found to be in violation of the ministry&rsquo;s own directive of July 2009. Like the central government, the state government too opted to short-circuit the process. </font></p><p align="justify"><font >In March, the state government informed the environment ministry that there were no tribal people, either cultivating or residing, in the forest area which forms part of the land designated for the proposed POSCO project. </font></p><p align="justify"><font >The Orissa government maintained that no other traditional forest dweller (OTFDs) has cultivated the forest land for three generations or the last 75 years. A claim that has been refuted by the findings of the Saxena-Pandey committee.</font></p><p align="justify"><font ></font></p>

                            <p align="justify"><font ></font></p><p align="justify"><font >South Korean steelmaker Posco&rsquo;s wait just got longer with the Union environment ministry directing Orissa government to stop all work at the project site, including land acquisition. </font></p><p align="justify"><font >The decision was taken after the N C Saxena-Devendra Pandey committee, appointed by the Centre, reported violations of the Forest Rights Act (FRA) at the Posco site. For its part, the state government has said that it will take &ldquo;corrective and accurate steps&rdquo; at the site. </font></p><p align="justify"><font >&ldquo;We have asked the state government to stop all works related to the project,&rdquo; environment minister Jairam Ramesh said. The ministry&rsquo;s order has cited the findings of a team, a subgroup of the committee, comprising Arupjyoti Saikia, Ravi Rebbapragada and Ashish Kothari. The team&rsquo;s report concluded that the process of settlement of rights under the FRA has not been completed. To the contrary, the process has not &ldquo;proceeded beyond the initial stages&rdquo;. </font></p><p align="justify"><font >Earlier this week, in a letter to Mr Ramesh, Mr N C Saxena wrote: &ldquo;The team&rsquo;s conclusion is that any work related to the project in this area would be a violation of the FRA. This was informed by our team to the district administration on July 24, and the state chief secretary on July 27, 2010. </font></p><p align="justify"><font >However, we have been informed that the district administration is proceeding with land acquisition and demolition of the paan cultivation of people on forest land. Our clear view is that such work is in violation of the Forest Rights Act.&rdquo; Mr Saxena also urged the minister to request the Orissa government to ensure proper implementation of the FRA. </font></p><p align="justify"><font >In Bhubaneswar, chief minister Naveen Patnaik said: &ldquo;We have received a communication from the ministry of environment and forests to put a stop on acquisition and other related activities to the project at Jagatsinghpur district. The state government will take appropriate and correct steps.&rdquo; </font></p><p align="justify"><font >Till date, the Orissa government had failed to respond to requests for information by the environment ministry. As recently as July 29, on the back of reports of land acquisition activity, the ministry had asked the state government to submit the &ldquo;factual position of the handing over of the forest and non-forest land&rdquo; to Posco. </font></p><p align="justify"><font >The South Korean steelmaker Posco&rsquo;s Rs 54,000 crore ($12 billion) project in Jagatsinghpur in Orissa is the single-largest foreign direct investment in the country. Given the government&rsquo;s &ldquo;look East&rdquo; policy, there has been a certain keenness to see that the country&rsquo;s largest FDI project takes off the ground. It was this keenness that saw the environment ministry accord the project final forest clearance in December 2009, ahead of the South Korean President Lee Myung-bak&rsquo;s visit to India in January. </font></p><p align="justify"><font >A clearance that the Saxena-Pandey committee has found to be in violation of the ministry&rsquo;s own directive of July 2009. Like the central government, the state government too opted to short-circuit the process. </font></p><p align="justify"><font >In March, the state government informed the environment ministry that there were no tribal people, either cultivating or residing, in the forest area which forms part of the land designated for the proposed POSCO project. </font></p><p align="justify"><font >The Orissa government maintained that no other traditional forest dweller (OTFDs) has cultivated the forest land for three generations or the last 75 years. A claim that has been refuted by the findings of the Saxena-Pandey committee.</font></p><p align="justify"><font ></font></p>

Ministry directs Orissa govt to stop work at Posco site

South Korean steelmaker Posco’s wait just got longer with the Union environment ministry directing Orissa government to stop all work at the project site, including land acquisition. The decision was taken after the N C Saxena-Devendra Pandey committee, appointed by the Centre, reported violations of the Forest Rights Act (FRA) at the Posco site. For its part, the state government has said that it will take “corrective and accurate steps” at the site. “We have asked the state government to stop all works related to the project,” environment minister Jairam Ramesh said. The ministry’s order has cited the findings of a team, a subgroup of the committee, comprising Arupjyoti Saikia, Ravi Rebbapragada and Ashish Kothari. The team’s report concluded that the process of settlement of rights under the FRA has not been completed. To the contrary, the process has not “proceeded beyond the initial stages”. Earlier this week, in a letter to Mr Ramesh, Mr N C Saxena wrote: “The team’s conclusion is that any work related to the project in this area would be a violation of the FRA. This was informed by our team to the district administration on July 24, and the state chief secretary on July 27, 2010. However, we have been informed that the district administration is proceeding with land acquisition and demolition of the paan cultivation of people on forest land. Our clear view is that such work is in violation of the Forest Rights Act.” Mr Saxena also urged the minister to request the Orissa government to ensure proper implementation of the FRA. In Bhubaneswar, chief minister Naveen Patnaik said: “We have received a communication from the ministry of environment and forests to put a stop on acquisition and other related activities to the project at Jagatsinghpur district. The state government will take appropriate and correct steps.” Till date, the Orissa government had failed to respond to requests for information by the environment ministry. As recently as July 29, on the back of reports of land acquisition activity, the ministry had asked the state government to submit the “factual position of the handing over of the forest and non-forest land” to Posco. The South Korean steelmaker Posco’s Rs 54,000 crore ($12 billion) project in Jagatsinghpur in Orissa is the single-largest foreign direct investment in the country. Given the government’s “look East” policy, there has been a certain keenness to see that the country’s largest FDI project takes off the ground. It was this keenness that saw the environment ministry accord the project final forest clearance in December 2009, ahead of the South Korean President Lee Myung-bak’s visit to India in January. A clearance that the Saxena-Pandey committee has found to be in violation of the ministry’s own directive of July 2009. Like the central government, the state government too opted to short-circuit the process. In March, the state government informed the environment ministry that there were no tribal people, either cultivating or residing, in the forest area which forms part of the land designated for the proposed POSCO project. The Orissa government maintained that no other traditional forest dweller (OTFDs) has cultivated the forest land for three generations or the last 75 years. A claim that has been refuted by the findings of the Saxena-Pandey committee.
