Ministry of statistics proposes changes in MPLADS scheme by Priyadarshi Siddhanta

The government is in no hurry to enhance the outlay on Members of Parliament Local Area Development Scheme (MPLADS) to Rs 5 crore nor has any intention to merge it with the Mahatma Gandhi National Rural Employment Guarantee programme (MGNREGA) in the near future.

Emerging from a national consultation meeting on enhancing inclusiveness of the MPLADS and to make it more target-oriented, minister of statistics and programme implementation (MoSPI) Sriprakash Jaiswal told The Indian Express that his ministry has proposed a slew of changes in the way the scheme functions.

In the meeting, Jaiswal unveiled the changes proposed in the scheme’s guidelines, arguing they were imperative to enhance its efficacy. The minister wanted to gauge if there was a consensus on merging MPLADS with MGNREGA.

“We found that more deliberations were needed before we decide to recommend the same. Moreover, the integration of both the schemes could have systemic issues,” he reasoned.

The minister ruled out diluting MPLADS or its outlays, when asked to react on Bihar chief minister Nitish Kumar’s move to dissolve the development funds of the state’s MLAs. In a major change proposed in the guidelines, the MoSPI suggested that an MP can recommend up to Rs 50 lakh in a financial year for works relating to societies and trust, and any society or trust executing it would be mandated to file income tax returns and pay utility charges to local administration. The meeting endorsed the MoSPI’s suggestion on creating a shelf of projects for parliamentarians.

“Sometimes, need-based proposals are not readily available with MPs for recommendations, while a number of projects which are under the consideration of the district administration but might not have been executed owing to resource crunch. Such projects can be considered under MPLADS,” Jaiswal said.

Meanwhile, in its suggestions to the Planning Commission Task Force on SCs/STs, the MoSPI suggested that in constituencies with below 5 per cent SC population there would be a floor ceiling of 5 per cent of MPLADS which could be used for the development of those areas. In areas where the SC population was more than 5 per cent the funds reserved for SC areas would be in proportion to the ratio of the SC population in that constituency.

The funding mechanism for carrying out works for the tribal population in a constituency would be in proportion to their ratio. The ministry has prescribed a time limit of 75 days instead of the current 45 days for sanctioning the works.
