M’laya PDS to be computerized

Taking cognizance over malpractices prevailing in the Public Distribution System (PDS) in the State, the Government is planning to computerize the whole system to check the malaise.

To achieve this objective, the State Government has already submitted a Detailed Project Report (DPR) amounting to Rs 43 crore for computerization of the Public Distribution System (PDS) to the Central Government.

“We had submitted the DPR through the National Informatics Centre (NIC) in December last year. We have taken this step in compliance with the Central Government directive to put in place a proper monitoring mechanism to check pilferage prevailing in the PDS,” Food and Civil Supplies director LR Sangma told reporters here on Thursday.

While informing that the Department was awaiting the Centre’s approval, Sangma said they are hopeful that the proposal for computerisation of the PDS would be approved within this coming April.

She also informed that one of the major components of the computerization is to set up control rooms to closely monitor the stock in the Food Corporation of India (FCI) go downs and to keep track of the amount of foodgrain being lifted by the wholesalers.

“We will also closely monitor the stocks which are lifted by the Fair Price Shops and their subsequent delivery to the beneficiaries through the digitalised network,” Sangma said.

The Food and Civil Supplies Director was hopeful that the computerised system would limit the scope for malpractices in the PDS.

“The Deputy Commissioners recently received very poor application response after they floated advertisements for taking up new wholesale dealership licenses…Many (prospective wholesalers) perhaps aren’t forthcoming knowing that there would be little room for manipulation after the system is computerised,” she said.

New Licenses are issued under the Meghalaya PDS Control Order, 2011. At present there are 274 wholesalers in the State. Barring South Garo Hills, the State has FCI warehouses in every other district.

On the other hand, it is reported that the Prime Minister’s Office has taken a keen interest in the computerisation process of PDS system across the country and is taking day to day stock of the progress made by each State and Union Territory in this regard.

The Supreme Court also directed the states to closely work with the Centre in computerising the PDS to help reduce diversion of foodgrain to the open market.
