MNREGA: delay in payment of wages puts off job-seekers-N Dinesh Nayak

‘Apply for work, get work, and get paid on time.' This is how the Union government's scheme promising 100 days of guaranteed work in a financial year to a rural household took off in 2006. However, the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) has failed to come as a relief for people especially those in drought-hit regions of the State.

Delay in payment of wages has put off people from opting for job under the scheme. Instead, they prefer to migrate to urban areas to earn a livelihood.

Those who worked under the scheme during 2011-12 are still awaiting wages.

According to official data, the total payments due in the State in 2011-12 is Rs. 65,005.31 lakh. This includes Rs. 40,380.02 lakh towards wages of unskilled workers, Rs. 220.22 lakh towards wages of semi-skilled and skilled workers, and Rs. 24,405.07 lakh towards payment for materials.

“The delay in payment of wages is the major reason for people losing faith in the MNREGA. Beneficiaries have to wait for a long time, sometimes even for two months, to get their wages. Who will come forward to work, if the situation is so?” said Nagappa B. Mensinkai, member of the Agricultural Produce Marketing Committee of Kundagol.

According to the official data, of the 55,82,650 households registered under the scheme, only 16,64,025 had demanded employment and 16,63,724 were offered jobs. The total number of households that were provided jobs were 16,52,273.

Fund release

Director for MNREGA P. Shivashankar attributed the delay in payment of wages to the Union government delaying release of funds. “The Centre released Rs. 700 crore last week and the payment of wage arrears will begin soon,” he said.

However, Leader of the Opposition in the Legislative Assembly Siddaramaiah recently said that the State government cannot simply blame the Centre for this. The Centre withheld the funds because the State did not submit the utilisation certificates for the previous fiscal year in time, he said.

Mr. Mensinkai said manpower agencies took advantage of the situation and lured away people to work at construction sites in Hubli, Mangalore, Bangalore and Goa, assuring them better pay on time.

This would aggravate the labour shortage in the agriculture sector in the days to come, he said.
