A state Congress leaders' delegation that called on Prime Minister Manmohan Singh accused Gujarat chief minister Narendra Modi of siphoning off funds meant for beneficiaries of the Mahatma Gandhi National Rural Employment Guarantee scheme.

The delegation of Congress MLAs, MPs and others, headed by Leader of Opposition Shaktisinh Gohil and state party president Arjun Modhwadia, also told the prime minister that the state government had failed to implement various schemes announced by the Center.

The delegation covered a number of issues, including Sardar Sarovar, allocation of funds under the Jawaharlal Nehru National Urban Rural Mission for the state capital, the issues of fishermen and tribals' rights and delay in implementing minority community welfare schemes, early completion of the Delhi-Mumbai Industrial Corridor, and development of Dandi corridor.

Modhwadia said that the in all three memorandums were given to the PM, who was in the city to attend IIM, Ahmedabad annual convocation function. Congress leaders told Singh that there was a delay in completion of Sardar Sarovar Narmada project, the life line of Gujarat, due to lack of funds. He said that the prime minister was informed that the state had enough resources to construct the entire canal network. But the government was diverting the resources to the benefit of big industrialists. He said that the delegation requested the Prime Minister Singh to provide additional assistance for the project.

In addition, the PM was informed that the despite directions from the Centre to purchase wheat at minimum support price of Rs 220 per 20 kg, the Gujarat government was reluctant to do the same.

State Congress chief said that the after the implementation of the Right to Forest Act, 2006, by the Government of India, the gram sabhas in Gujarat have approved 1,92,045 applications and forwarded them to the state government to issue forest rights to tribals. But the state government had issued letter of authority to only 19,500 farmers. The schemes of assistance started by the Centre for the tribals were handed over to private organisations which were doing injustice to the tribal farmers, he alleged.
