Monitoring committee questions plan to regularise 1,500 colonies in Delhi

NEW DELHI: The Supreme Court-appointed monitoring committee expressed concern over unabated regularisation of unauthorised colonies in Delhi by the authorities in violation of law for political gains and pleaded the court to intervene to stop it to prevent a chaotic situation in the capital. It also accused the Land and Development Office (L&DO) for encouraging encroachment of public land.

Referring to media reports, the committee said the Delhi government is planning to regularise a large number of unauthorised colonies in the city and pleaded the court that it should be allowed only if the government follows rules and regulation as per which it can be done after payment of land cost and for colonies having proper boundaries, provision of infrastructure and RWAs.

“No deviation from the laid down regulations and direction of this court should be accepted. The issue should not be exploited for political gains by any agency... The committee submits that regularisation of such unauthorised colonies at the cost of the bona fide residents creates a moral stigma with regard to rights of the honest citizens, thereby perpetuating and weakening the moral fibre of the society at large ,” the committee said in its report.

“The occupants of these unauthorised colonies are neither paying the laid down dues in terms of conversion charges nor the penalty for commercial activities ... whereas the honest tax payers are paying huge amounts for getting their premises regularised,” the report said.
