Monsoon withdrawal delayed; paddy arrivals yet to begin in Punjab -Madhvi Sally

NEW DELHI: The monsoon that set in on India late this year is making a delayed retreat as well. Rains towards the fag end of the season are good for standing crops and will hold soil moisture for winter crops, but may hurt crops which are ready for harvest, particularly paddy and cotton in some areas.

According to the government's meteorology department officials, there are no signs of the monsoon's retreat from western Rajasthan, the region from where the weather system starts its withdrawal in India.

"The weather and wind circulation are not suggesting of monsoon withdrawal for the next five days," said Laxman Singh Rathore, director general of the India Meteorological Department. The impact on agriculture crop will be mixed, he said. "Farmers who have gone for early planting will be hit, whereas it will be beneficial for those who did planting late."

Paddy and cotton are ready for harvesting in parts Punjab and Haryana where the early-sown varieties are planted.

In fact, paddy arrivals in Punjab's wholesale markets have already been delayed because of continuing rains, but traders aren't concerned yet. "We expect arrivals to begin at the earliest with the crop looking to be good," said HS Rosha of rice trading company Sohan Singh Rosha & Sons at Punjab's Khanna mandi.

Last year, the monsoon started withdrawing from Rajasthan on September 9 and from Himachal Pradesh, Punjab, Haryana and Gujarat on September 19. Over the past several years, the monsoon has lingered on in northern India until the last week of September.

Heavy showers over the past few weeks have eased concerns over a drought this year as the rain deficit has now narrowed closer to the 10% considered by meteorologists to declare drought. This season's rainfall was 11% less than the 50-year average considered as normal at the end of last week, but much better compared with the 21% shortfall at the end of July.

Meanwhile, private weather forecaster Skymet Weather Services said it expects monsoon's withdrawal to commence by the weekend.

In the past four days, there has been no rainfall activity over Jaisalmer, Barmer, Bikaner and Jodhpur station in west Rajasthan, said GP Sharma, vice president of meteorology at Skymet. Temperature also has started rising to 2 degree Celsius above normal at a few places. "There is a change in wind pattern which is now north-westerly moving from the Pakistan region to Rajasthan and having an anti-cyclonic tendency," Sharma said.

Prevalence of dry weather for five straight days and reduction in moisture content are among the main factors considered for announcing monsoon's withdrawal. Another condition is the setting of anti-cyclonic circulation over western Rajasthan. Complete withdrawal of the monsoon from India usually takes place after October 1.

The southwest monsoon made its landfall on June 6, later than the usual June 1, and extended over the country by July 17. Agriculturists say the late retreat is not a cause for worry as rains aren't heavy now and hence would help paddy, cotton and coarse cereals, though crops ready for harvesting may face some damage.

"The moisture level will help plants in rain-irrigated regions across the country. In Rajasthan, rains will be helpful for rabi (winter-sown) crops and we expect more area to come under mustard, chana and moong crop," said JS Sandhu, agriculture commissioner at the Department of Agriculture and Cooperation in the Ministry of Agriculture.

In irrigated areas of Punjab and Haryana, rains will not be beneficial as crops are close to harvesting. "Due to dry weather, there has been no major pest infestation in paddy in these states and we expect a good crop," he said.

Paddy procurement by state and central agencies would begin from Punjab and Haryana on October 1, and progress across Uttar Pradesh, Odisha, Chhattisgarh and Andhra Pradesh.
