More pro-politics, less anti-poverty

The Rs 2-a-kg rice may have scripted a successful 'political' story in the State, but it has failed to translate into a successful 'anti-hunger' story.

This is not a general assumption rather the scientific inference of a well-researched study by Orissa MDG Forum a joint venture of Unicef, Orissa, and Xavier Institute of Management Bhubaneswar (XIMB) released here today.

Majority of the tribal people in Bhatangpadar panchayat (site of the study) in Lanjigarh block in Kalahandi district do not have food all through the year and are compelled to consume roots and tubers especially in the torrid summer and hard rainy seasons, reveals the study. This is not the story of only Bhatangpadar panchayat.

The shocker here is only 2.7 per cent of the tribal households hardly manage one square meal a day in Kalahandi district!

It seems the hunger phenomenon is overwhelming in the entire KBK. Because, the study concluded that a whopping 15 per cent of the population in these districts are 'extremely' food insecure. The study team noted that people there hardly get 20 per cent of the mandated norm of 190 gms of rice and 30 gms of dal per beneficiary per day. Hunger is so prevalent, not to speak of the nutritional status of the KBK region.

A small sample study of 460 children in the area found that six per cent boys and two per cent girls in the agegroup of 03 years are severely malnourished. Is this largescale deprivation due to lack of access to food or lack of its availability? The answer lies here. The study revealed that the monthly per capita expenditure (MPCE) for the Scheduled Tribes has declined in Orissa and the MPCE of Scheduled Castes has increased by a mere four per cent. It seems obvious that the deprived have become more deprived in Orissa.

Expressing concern over the grim findings by Dr Tapati Das, associate professor and HoD, PG Home Science, RD Women's College, Special Secretary (Planning), RV Singh admitted that banishing poverty from the landscape is a serious challenge before the Government. He said identification of eligible BPL households is quite painstaking thanks to a whole lot of discrepancies in the available data but efforts are on to mitigate poverty.
