MP a laggard in primary education: NCERT survey -Rageshri Ganguly

BHOPAL: Madhya Pradesh may clock fastest growth rate in the country, but it still hugs the lowest rung in national rankings when it comes to primary education. This time though, the rankings are by Union HRD ministry and not a private foundation.

Almost half of students of Class III in the state cannot read and understand simple text while one third cannot do addition and subtraction. The state is fifth worst performer in language skills as per findings of National Achievement Survey (NAS) for Class III students conducted by National Council of Educational Research and Training (NCERT) under HRD ministry.

The state scored 58, much below national average of 64 and at par with Rajasthan and Jharkhand. In mathematics, the score was pegged at 64, which again was below the national average of 66. However, this was comparatively better than language skills given the state fared better than 11 states. Neighbouring Chhattisgarh was the worst performer in both language and mathematics followed by Bihar.

The NAS pointed out only 62% students could listen to a passage with understanding while just half of them read a passage with understanding. Also, 68% of the students could solve addition and subtraction. The other mathematical skills like multiplication and division were lower, 59% and 56% respectively.

In contrast, ninth annual status of education report (ASER) 2013 released by NGO Pratham earlier this year, revealed that barely 38% students of Classes III-V can read a Class I text while a measly 22.3% of them can do basic subtraction. The state lagged far behind the national average where 54.8% Class III-V students can read Class I text and 39.7% can do basic arithmetic.

There was also a big dip from the 2012 statistics when the reading level of students of Class III-V was 39.3% while 23.1% of them could do basic subtraction.
As per NAS, the state was also the only exception where boys showed better performance in language compared to girls and there was no rural urban divide as far as language skills were concerned. However, in mathematical skills, while girls did as well as boys so did urban students who were seen to be doing significantly better than rural counterparts.

Also, both Madhya Pradesh and Chhattisgarh showed that scheduled tribe (ST) students, which form a significant portion of the population, lagged behind in both language and maths than the national average with the former scoring better. MP has 21.09% and Chhattisgarh has 30.62% ST population, respectively.

In general, though NCERT's surveys have always shown states and India in general faring better than Pratham's ASER studies. While ASER is conducted on households, NCERT surveys are conducted in schools.

The survey, conducted by NCERT covered over 1 lakh students spread over 14 states involving over 7,000 schools and 14,000 teachers.
