The recent allegations made are uncalled for and can be seen as an attempt by bidders disqualified due to not fulfilling the tender requirements. Companies like Glodyne who have been crying foul did not even have an ISO certification to bid for the project and have failed miserably in states like Bihar to execute projects of nation building NREGA it took on. Other players included TCS and Aditya Birla Group which had no experience in the field could not pass the stringent evaluation process. One of the bidders also formed a consortium with a blacklisted company Terasoft who was banned from participating in a Pondicherry tender bid.

Studies done on PDS and the need of food coupons over ration cards

The studies of the Public Distribution System (PDS) done by NCAER, ORGMARG, Planning Commission and the Wadhwa Committee, have pointed out anomalies in the PDS in terms of leakages of food grains /commodities, duplicate/bogus ration card holders and other management issues. This prevents the benefits from reaching the intended beneficiaries and also results in misutilisation of Government funds provided as subsidy.

Since the release of the Economic Survey, 2010, in February, the need of substituting India's public distribution system (PDS) with a food coupon-based targeted subsidy programme to benefit the below-poverty-line (BPL) families has been repeatedly highlighted..

As a leading proponent of this programme, the economic adviser to the finance ministry, Kaushik Basu, has gone on record advocating the use of food coupons declaring how more families will benefit from the switchover with a lower cost to the central exchequer.

In the relentless efforts to eradicate corruption and elements that have been depriving the BPL from getting access to subsidised food, MP government has become one of the first states in the country to take on this challenge and execute this state-of-the-art eGovernance model. This should be acknowledged as an attempt to bring parity and go beyond elites in order to provide transparent governance to the weakest in the society to live a respectful life. 

The basic activities of the Public Distribution System are fraught with issues like leakages of food grains /commodities, duplicate/bogus ration card holders and other management issues. The key objective of the proposed project is to tackle these inefficiencies and bring transparency and effectiveness in the PDS system. The Department of Food, Civil Supplies and Consumer Protection (FCS) is keen to develop an Effective Public Distribution System to remove inefficiencies in PDS. This project is envisaged to strengthen the PDS system to ensure adequate and timely supplies, targeting of subsidies and efficient delivery of subsidized food.
The basic registration for the coupon based PDS program will be done at no cost for the BPL.

The Department of Food, Civil Supplies and Consumer Protection (FCS), Government of Madhya Pradesh handles the Targeted Public Distribution System. The main activities of the department consist of Procurement, Godowning and Distribution of food grains & essential commodities and Identification of beneficiaries. The department is supported in these activities by multiple stake holders like MP SCSC (MP State Civil Supplies Corporation), MP SWLC (MP State Warehousing & Logistics Corporation), FCI (Food Corporation of India), Cooperative Societies, Banks etc.

The Targeted Public distribution system (TPDS), an initiative by Government of India (GoI) is meant for making available essential commodities to the weaker sections of the society at administered prices. The FCS ensures supply at all corners of the state. The function of the department is to implement the Public Distribution Scheme through proper monitoring and policy making.
