MPs demand more wages for MGNREGS workers by K Balchand

Members of Parliament, cutting across party lines, have demanded an increase in the wages and workdays of the beneficiaries of the Mahatma Gandhi National Rural Employment Guarantee Scheme, one of the flagship programmes of the UPA government, so as to insulate them from the galloping inflation.

The demands were made by the members, including those of the ruling Congress-led ruling coalition, at a meeting of the parliamentary consultative committee on the MGNREGS, chaired by Union Minister for Rural Development Jairam Ramesh.

Expressing dissatisfaction with the increase in the wages made by the government earlier in the year, the MPs called for doubling the rate from Rs.100 a day and giving the beneficiaries 300 days of work against the current entitlement of 100 days, terming the present wages paltry and insufficient to cushion the below-the-poverty line households from the spiralling prices.

Prime Minister Manmohan Singh had turned down the proposal of National Advisory Council chairperson Sonia Gandhi and other bodies to link the MGNREGS wages with the Minimum Wages Act. The government instead linked it to the Consumer Price Index for agricultural workers and raised the wages.

Assuring the MPs to consider their demands, Mr. Ramesh explained the steps the Ministry had taken to obviate the delays in payments, especially in the 60 Left Wing Extremism-affected districts. The Ministry proposed to make the rules flexible, giving the district authorities and the local representatives a greater autonomy in implementing the scheme.In the Naxal-affected districts of Jharkhand and Chhattisgarh, he said, wages had not been paid for more than nine months in some cases. The Ministry was also trying to redress the lack of trust between the people and the authorities in these regions.
