Mamata Banerjee today said the draft land acquisition bill that Union rural development minister Jairam Ramesh came to discuss with her tonight was “much better” than the previous one.

“This draft is much better than the previous one. It has the correct approach. I have issues with one or two points. I will study it in detail and inform the Centre,” Mamata said after her 20-minute meeting with Ramesh at the STAR Ananda office.

She said she was grateful that the Centre had sought her opinion on the draft bill because she had opposed the previous draft at the cabinet when she was railway minister.

At the start of the meeting, Ramesh said he had come to put “all” Mamata’s doubts on the new bill to rest. “I have come here for your cooperation on the bill,” he told the chief minister. “My cooperation is with you,” she replied.

After the meeting, Mamata told the media: “I am in total agreement with the Centre on the point that land will not be acquired forcibly for the private sector.”

She said that according to the draft, “only for public purposes, for emergency purposes, will land be acquired on the 80:20 ratio.... But in our land policy we have mentioned that we will not forcibly acquire any land.”

She added: “In urgent cases, like for rebuilding dams, for national security or defence needs, or for the railways, we could acquire land. But there too we will negotiate with the landowners. Rameshji agrees with me. I am against setting up SEZs.”

According to the Centre’s draft bill, written consent from at least 80 per cent of the affected families is mandatory before land can be acquired for private industry.

Ramesh said the discussion had been fruitful and that Mamata had assured him of feedback after the Trinamul analysed the draft.

The chief minister reaffirmed she was against housing complexes coming up on land acquired for industry. “Instances of land issued for industry violating the land ceiling by the Left Front government will be reviewed,” she said.
