NAC disagrees with Plan panel on food security Bill

The proposal that the poor be given direct cash subsidy under the food security law when grain is not available may not go through with many members of the Sonia Gandhi-led National Advisory Council (NAC) denouncing the move.

Top sources confirmed that the Planning Commission's suggestion did not find favour with some members of the council who argued that a push should be given to "more government procurement" and overhauling the targeted public distribution system.

These are not the final recommendations of the NAC on the food security Bill. Those will come in only when the council meets again on July 14, but the NAC is clear that direct cash subsidy will not be the way to go, said a top source in the council after its second meeting here on Thursday. A suggestion which did find favour was the phased implementation of the Bill, first through 150 backward districts, as in the case of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), to be made a universal entitlement later.

The NAC also discussed an annual target for grain procurement at 10 million tonne, sources said.

NAC chairperson Sonia Gandhi had already put her stamp on the draft food security Bill by insisting that other essential edible items like oil be made available through the TDPS and for BPL cards to be issued naming women as heads of households. An official release after the meeting stated that suggestions on the food security Bill ranged from increasing agricultural production and procurement to overhauling the TDPS by members such as professor MS Swaminathan and Harsh Mander.

On the communal violence Bill, which was the other big legislation considered by the NAC, civil society groups and home ministry officials were quizzed at length about their views. The NAC again did not firm up any concrete recommendations, although sources say that an expanded definition of communal violence covering 'communal and sectarian violence' did find many takers.

Suggestions on the Bill ranged from making public servants liable for legal action for acts of omission and commission during a communal riot and a stricter targeting of state and non-state actors.

In its previous avatar, the communal violence Bill had been rejected by civil rights groups as being too weak, when it was introduced in the Rajya Sabha in 2006.

The next meeting of the NAC has been scheduled for July 14, after which concrete suggestions on both these Bills will be forwarded to the concerned ministries.
